About this file
This is a Performance Work Statement (PWS) for the design, procurement, and installation of replacement turbochargers on the USNS COMFORT (T-AH 20) Auxiliary Diesel Generators.
The contract includes three CLINs: CLIN 0001 (Design), OPTION CLIN 0002 (Procurement), and OPTION CLIN 0003 (Installation and Testing). Under CLIN 0001, the contractor must design and develop a comprehensive design package for retrofitting six MAN Diesel turbochargers (Type NR26/98, Model TCR18-42145) across three auxiliary diesel generator engines, including inlet and exhaust compensators and integration with the ship's machinery control and monitoring system. The design package must include engineering drawings, work items, calculations, test procedures, and technical manuals, all requiring ABS and USCG approval. Design deliverables follow a three-phase review process (P1 Preliminary, P2 Review, Final) with submission deadlines spanning one calendar year from contract award. CLIN 0002 requires procurement of turbocharger integration components, specialty tools, automation components, lagging/insulation, and related equipment; Factory Acceptance Testing signed off by ABS/USCG; and delivery to the shipyard on the East or Gulf Coast, whichever is more expensive. CLIN 0003 covers installation and testing within a 90-day window during a 2028 shipyard availability, with 45 days' notice provided, and includes provision of a qualified MAN-certified installation team, operational testing, dock trials, sea trials, and as-built documentation. The total period of performance extends through December 31, 2028, with design completion required within one calendar year of award. All work must comply with SOLAS, ABS Marine Vessel Rules, USCG, IEEE requirements, and MSC standards. Key personnel positions (Project Manager, Lead Design Engineer, QA Engineer, Lead Installation Technician, and Installation Team Members) are identified with no substitutions permitted without Contracting Officer approval. The contractor must pickup and deliver all documentation at MSC N7 offices in Norfolk, Virginia, and assume travel costs for ship checks on the East or Gulf Coast and 2028 installation activities. All deliverables become exclusive government property with unlimited rights; the contractor retains no restrictions on use, modification, reproduction, or transfer.

If P1 deliverables are submitted with reservations, omissions or are unacceptable per the Performance Requirements Summary (PRS) the P1 deliverables will be rejected and returned to the contractor as unacceptable and updated P1 deliverables must be resubmitted to MSC. This process must continue until MSC accepts the P1 deliverables. Each new revision of P1 deliverables must be marked with a subsequent letter starting with P1A, P1B, P1C, etc. until P1 deliverables are accepted by MSC.
