About this file

This document is a Questions and Answers (Q&A) file from the Military Sealift Command, solicitation number N3220526Q7005, addressing potential contractor inquiries about a supply contract involving two ships: Big Horn and Ericsson. Key details include: contractors will need an NMCI account with cybersecurity training, only one laptop with ShipCLIP will be available, and the inventory volume is 19,000 line items per ship. The start date is flexible, and the government will provide a scale for weighing materials. The Big Horn has no personnel aboard, while the Ericsson has a reduced crew. QUESTIONS AND ANSWERS

The following are answers to questions received from a potential offeror from an email dated 08 October

2025. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTIONS:

1. Per section 3.2.2 regarding WinMasp, is the Government’s intention for the contractor to also have a working level of competency in WinMasp under section 9.2 on page 5? It currently only lists ShipClip.

2. Based on the RFQ deadline, the Ship and Base Access requirements, is there flexibility to the start date for BIG HORN?

3. What is the processing time for access to WinMASP and is an NMCI account and/or cybersecurity training access a pre-requisite for access?

4. Are the inventory volume approximations for both ships as a whole contract, or each ship? For example, is it 19,000 line items per ship?

5. How many shipboard computer stations will be dedicated for contract access to ShipCLIP, WinMASP, and to conduct necessary research?

6. Request the Government confirm printer availability, printer paper, packaging and crating materials for shipments are provided by the individual ship.

7. What times and days will be available for contractor to engage Ships Supply and Engineering departments? Are there days or holidays on which the contractor will not have access to Ship’s personnel and storerooms?

8. What scales, etc., will be available to determine weights of material for shipment?

9. With regards to “100% validation of inventoried items provided forms”

Is this limited to 1149s/1348s? If not, what else may be included?

ANSWER: Below is the information received from the Contracting Officer Representative (COR).

1. No, the Contractor will not need a working level of competency of WinMasp.
