About this file
This is a Memorandum justifying the use of other than full and open competition for an acquisition under the simplified acquisition threshold. The Military Sealift Command (MSC) seeks to procure FireDex Fire Fighter Ensemble (FFE) Jacket and Pants for Civilian Mariner Crew Members training as firefighters, with a required delivery date of 20 June 2025 and an anticipated procurement value of $26,000.00.
The justification is based on Form, Fit, and Function requirements, noting that approximately 90% of the MSC Fleet is already outfitted with FireDex FFE Jacket and Pants. The procurement is limited to FireDex products specifically listed on the Damage Control FFE Allowance Equipage List, which meet NFPA 1971 compliance and regulatory requirements for Safety of Life at Sea (SOLAS), United States Coast Guard (USCG), and American Bureau of Shipping (ABS) standards. Potential vendors include Municipal Emergency Services, C.W. Williams, Emergency Vehicle Specialists, Fire Safety Services Inc., and Metro Fire Apparatus Specialists, Inc.
