About this file

This document is a Memorandum for Other Than Full and Open Competition for an acquisition under the simplified acquisition threshold, specifically for a winch inspection and repair service. The Military Sealift Command (MSC) is seeking Original Equipment Manufacturer (OEM) technical services from Allied Systems Company to perform inspection and repair of a CT-10 rescue boat winch for the USNS MERCY. The service will be conducted at Allied Systems Company's facility in Sherwood, Oregon from 15 July 2025 to 20 March 2026, with winch material to be shipped by MSC. The justification for sole-source procurement is based on Allied Systems Company being the authorized OEM representative with unique technical data and diagnostic tools, and the requirement for standardization of equipment across vessels (specifically the T-AH 20 vessel). No additional travel or lodging costs will be incurred, and the specific winch model is 62491 INSP WINCH, COMPLETE SOLAS (CT-10-5).
