About this file
This is a Questions and Answers document related to a Military Sealift Command solicitation for Aqueous Film Forming Foam (AFFF) storage services. The document addresses two key issues raised by potential offerors.
The first question concerns climate control requirements, which the government maintains as mandatory despite previous removal from an earlier solicitation. Offerors must provide radiant heating units to maintain temperatures at or above 35°F to ensure AFFF integrity. The second question addresses the requirement for an EPA RCRA Site ID, with the government amending the requirement to allow offerors to submit bids without a current EPA ID, provided they include a timeline for obtaining one. This amendment accommodates facilities that do not generate hazardous waste but need to acquire EPA IDs for this contract.

QUESTIONS AND ANSWERS FOR AFFF STORAGE
1. Climate control. This was removed from the last solicitation due to very low odds of inside temps falling above or below SDS range. Can this be removed again?
Answer: We understand your concern regarding climate control. To clarify, while the likelihood of temperatures falling outside the SDS range is low, this requirement ensures the integrity of Aqueous Film Forming Foam (AFFF). Therefore, we cannot remove this requirement. We encourage you to factor in the cost of radiant heating units in your proposal to keep the temperature at or above 35*F.
2. Offerors shall provide their facility's rcrapublic.epa.gov Site ID. We do not have an EPA ID # at this time. We were unable to procure in the past since we are not a site that generates hazardous waste. We can again apply for this EPA ID number, but we will not have it in time for bid cut off. Can this be removed or amended to allow us time to acquire?
Answer: Offerors shall provide their facility's RCRA EPA Site ID if applicable. If an EPA ID is not currently available, please submit a timeline for acquisition along with your bid.
This amendment allows you to submit your bid while actively pursuing the EPA ID.
