About this file
This document is an amendment to a solicitation for a US flag host ship with a moon pool. The amendment provides an updated performance work statement and technical offer worksheet. It extends the proposal submission deadline from March 15th to March 29th, 2024 and answers vendor questions 14 through 17. The vessel required has a dry moon pool capable of launching and recovering a manned deep submergence craft and manned submersible vehicle when the government provides strongbacks. The amendment clarifies that only one strongback can be installed at a time and provides dimensions for planning purposes. It also specifies equipment needed to handle the deep submergence craft and requirements for a diver stage lift system and obscuring coverings for vehicles in the lift and cradle areas.

Questions/Answers:
(Numbering a continuation of the numbering of Q & As on A00003)
Question 14:
Section 2.10.5 of the revised PWS states that “The vessel shall be equipped with a dry moon pool capable of launching and recovering a manned DCS and a manned SDV, contingent on the government providing SME strong back for DCS and SDV. Both may be deployed on the vessel at the same time.” How does the government expect the contractor to support manned launch and recovery of both the DCS and SDVs, at the same time during the same mission, when each submersible uses a different strong back for lift system integration? Only one strong back can be installed on the lift system at any given time and it is not possible to swap strong backs while the vessel is offshore.
Also, there is no indication in the PWS as to the size, shape, or weight of the SDV strong back, so storage of that item cannot be determined without further information.
Answer:
1) PWS Section 2.10.5 is further revised to delete the following : “Both may be deployed on the vessel at the same time.” This removes the ambiguity regarding utilization of the moon pool lift system.
2) At this time, the moon pool lift system will be configured for DCS or SDV launch and recovery while the vessel is in port.
3) The SDV strongback may share the same physical dimensions as the DCS strongback, but will be lighter in weight since the vehicle weighs 53,121lbs less than the DCS. We recommend using the DCS strongback dimensions for load planning. These have been added to Section 2.9.1.18.
Question 15:
Section 2.10.12 of the revised PWS states that “The contractor shall provide equipment necessary to load, store, and discharge the DCS to include a cradle and strongback system.” The answer to Question 5, of amendment 0003, indicates that the cradle and strongback will be SME. Please confirm which is correct. Are the cradle and strongback SME or CME?
Section 2.10.12 of PWS has been revised to state “The contractor shall provide equipment necessary to load, store, and discharge the DCS as described in section 2.10.4."
Question 16:
Section 2.24 of the revised PWS states that “The vessel shall be equipped with a diver’s stage lift system for launching and retrieving divers at depths of up to 200 feet. At a minimum, lift system must support an SME diver’s stage, which will be launched over the side, stern, or in the moon pool.” Please confirm whether the launch area (side, stern, or moon pool) is optional to the contractor, or if the lift system must reach all three of these areas? To reach all three areas, the system will need to have an extraordinary reach capability. Also, please confirm the maximum weight that the diver’s stage lift system must support.
1) Diver’s Stage launch and recovery operations can be conducted over the side or in the moon pool, at the Contractor’s option. Please see revised PWS section 2.24.
2) The manned launch and recovery stage weights and dimensions are provided in Section 2.9.1.3.
Question 17:
Section 2.24 of the revised PWS states that “Offerors shall provide a means of obscuring the DCS or SDV from view while in the moonpool lift system or in the cradle to prevent observation alongside or overhead of the ship.”
Please clarify whether the intent is to cover the sides and top of the lift system to obscure view of the submersible only or if the stern side of the lift system needs to be covered as well.
Moon Pool Lift System covering is described in section 2.10.5 of the revised PWS. The intent is to cover the vehicle in the lift system. There is no desire to cover the lift system itself.
