Title: MSCO Shaft Tents
RFQ: N3220524Q4078
Period of Performance: 1 SEP 2024 – 30 SEP 2024
MSC POC: Tracy Carrington: tracy.a.carrington.civ@us.navy.mil ALT MSC POC: John Mcaninley: john.h.mcaninley.civ@us.navy.mil
1. Scope. Military Sealift Command (MSC) has an immediate requirement for the procurement and installation for covered tent structures that will provide basic weather protection for shafting assets that are stored in outside locations.
1.1 Background. MSC shaft assets have historically been difficult to transport and store as a result of their unique size and weight requirements. Ideally ships’ shafts should be stored indoors, but this is not possible due to the size constraints of the handling equipment (MHE) necessary to move the items. As a result, these shafts are stored outside and need to be placed underneath covered structures to provide protection from the elements. The purpose of these specifications is to procure the cover structures that will be used for this task.
1.2 Site Conditions. Site will be available Monday through Friday 0800-1700 (except for Federal Holidays).
Contractor is responsible for providing dumpsters for trash removal and portalets or toilet facilities on or near the work site. The Contractor is responsible for the cost of maintaining these facilities.
2. Applicable Documents.
2.1 Department of Defense specifications.
MIL-DTL-2845E Detail packaging specification of PROPULSION SYSTEMS, BOAT AND SHIP; MAIN SHAFTING propellers, HUBS, bearings, gauges and associated repair parts.
3. Requirements.
3.1 General. The contractor shall provide, and erect upon delivery, tent structures that will be used to house shaft assets located at MSCO Charleston, South Carolina. The tent structures will be erected on a concrete pad.
3.1.1 Weather Performance. The tents shall be expected to withstand weather conditions normally experienced at MSCO Charleston, SC. It should be noted that hurricane conditions are an occasional occurrence at Charleston with winds in excess of 100 mph. The tents will need to withstand 110mph wind for 3 seconds from any direction, over the end or side surface of the tent perpendicular to the direction of the wind without sustaining damage which prevents the tent from being taken down and setup again. This requirement applies to conditions where the tent’s ratchet strap system designed to withstand 110 mph, is anchored to the shaft and in a way that eliminates the possibility of the tents from coming loose.
3.1.2 Durability. The tents shall have a life cycle of ten (10) years before requiring refurbishment or cover replacement. Any structural components or framing shall resist corrosion, be maintenance free, and sufficiently ruggedized to withstand the identified weather performance in 3.1.1. Additionally, the tent cover must have the ability to be patched in the event of premature tear or wearing.
3.1.3 Tent Type. Four segments that will form one tent type needed to house ships’ shafts.
3.1.3.1 Shaft Tents. Shaft assets are long cylindrically shaped masses of metal. They are normally stored in a wooden frame type structure with a basic rectangular footprint. In order to cover these assets, an elongated shed type structure will be necessary. The frame structure shall be designed such that water and sand will not collect or pool anywhere on the exterior. Please see Attachment for a diagram of the Shaft Tent Basic Concept, which should be used for basic reference only and does not contain any structural or sizing requirements.
3.1.3.2 Sizing. The contractor shall provide four size shaft tent segments which will be erected and connected to form a single tent unit that will be used to cover the shaft assets. The dimensions are as follows:
30 feet wide X 200 feet long X 14 feet center height X 9 feet side wall in total. The tent shall have covered ends.
See3.3 for a diagram of the Shaft Tent Basic Concept. The diagram should be used for basic reference only and does not contain any structural or sizing requirements. Below is a picture of the tent structure.
3.1.4 Cover Material. The tent cover material shall be a white translucent, high strength, flame resistant/retardant PVC laminated fabric with polyester strong coarse heavy-duty liner. Translucence shall be sufficient to allow a visual inspection of the asset inside the tent during daylight hours. The cover material shall resist dry rot, fungus, and mildew encountered in wet and tropical climates. The cover shall be attached to the tent structure such that it will withstand high wind conditions as indicated in 3.1.1.
3.1.4.1 Flooring. The tents will be erected on cement pad and anchored using its ratchet anchoring system that is secured through the material for stability
3.1.5 Tent Back End Entrance. The entrance to the back end wall of the tent shall be at least 10 feet high and easy to open using a zipper or latching device in combination with Velcro while maintaining robust environmental protection. This will allow access for smaller material handling equipment i.e. forklifts.
3.1.5.1 Tent Front End Entrance. The entrance to the from end wall of the tent shall be at least 5 feet high and easy to open using a zipper or latching device in combination with Velcro while maintaining robust environmental protection. The front end entrance shall have an aluminum man door with frame.
3.1.6 Lifting Capability. The tent shall have lift capability using a single crane. Sufficient sling points or eyebolts shall be included in the design and no specialized tools shall be required for a lifting evolution. Any special slinging instructions shall be indicated either somewhere on the interior tent cover or provided in an instruction manual that is to be kept mounted inside the tent at all times and in a water proof pouch.
3.1.7 Anchoring. The tent structure shall be anchored to the shafts using to the tent’s ratcheting strap system. This ratcheting strap system shall take a single employee no more than 30 minutes to install or uninstall. No specialized tools (other than the ratchet strap device) shall be necessary for installation and uninstallation actions for the ratcheting strap. A sufficient number of straps and strap points shall be identified to ensure wind loading resistances are met. Anchoring instructions shall be indicated either somewhere on the interior tent cover or provided in an instruction manual that is to be kept mounted in the tent at all times inside a water proof pouch.
3.1.8 Tent Marking. There must be a pouch or placard on the outside of the tent designated for identification markings. The markings shall be clearly visible and resistant to weathering. Additionally, as these markings will be used to identify what is housed within the tent, there shall be some way to renew or alter the markings when the contents are changed or altered.
3.2 Detail Tasks. Tasks requiring additional consideration on the part of the contractor
3.2.1 Site Inspection clause Contractors will be afforded the opportunity to inspect the site prior to submitting a quote beginning 15 Aug 2024 and again prior to tent installation 30 Aug 2024. Site visits shall be coordinated with a Military Sealift Command (MSC) authorized representative Tracy Carrington or John Mcaninley, who will facilitate base access. The Government will not be responsible for the Contractor’s incurred expensed in the execution of the site visits.
3.2.2 Tent Installation. The contractor shall setup and install each tent at the time of delivery with prior coordination and direction of the MSCO Charleston, SC Site Representative. The contractor shall coordinate tent installation details including date(s) of the install with the MSCO Charleston, SC Site Representative (pursuant to the delivery location) prior to and at the time of delivery. The Contracting Officer and/or Contract Specialist shall be informed at all times of all happenings at the site. Delays of any kind shall be immediately reported to the Contracting Officer by both the MSCO Charleston, SC Site Representative AND the Contractor in separate emails.
3.2.3 Wind Loading Analysis. The contactor shall provide an analysis of the tent anchoring system and tent cover mounting scheme to ensure that the structure will be able to withstand a maximum wind condition of 110mph for 3 seconds without catastrophic failure. Finite Element Method (FEM) or Computational Fluid Dynamics (CFD) is recommended, though any rigorous analytic method may be used to validate the wind performance.
3.2.4 Final Inspection. The Contractor shall immediately notify the authorized MSC representative and/or the Contracting Officer of the completion of the installation. The MSCO representative shall conduct a walk-through within 2 business days of completion and provide the final inspection and acceptance of all tent installations with a duly authorized MSC and Contractor representative present. Changes to the Period of Performance or the terms of the contract can only be authorized by a Warranted Contracting Officer.
