4. Extend Offer Due Date Time from 16 October 2023 at 1200 to 26 October at 1300 EDT.

REQUEST FOR CLARIFICATION/QUESTION
SOLICITATION: N3220523R0009
Question/Answer:
1) “MSC is asking for 2 stow plans.
“The Offeror shall provide a draft stowage plan that depicts the below-deck stowage of the 500
20' containers of mission cargo identified in Attachment S and a second draft stow plan that depicts the stowage of additional 20' GENNOS containers. Stowage of the 500 20’ containers of mission cargo identified in Attachment S must be in accordance with IMDG Code requirements.
Attachment S shows a base mission cargo of 349 TEUs. What weight should we use for the 151 additional GENNOS TEUs stowed belowdeck. Should we use empty container weights?
Do you want a stow plan for the 349 TEU primary cargo and a stow plan for 500 TEUs belowdeck? Please clarify.”
Answer: The weight that should be used for the remaining 151 containers is the empty weight. The stow plan should only include primary cargo, the 349 Containers.
2) “Attachment F – Basic Pricing Data Tab “Basic Pricing Data”. Please confirm the tab named
“Basic Pricing Data” should read “Base Year”. Additionally, the formula in cell G33 is set up to multiple by “106”, believe the multiplier should be “365” per line 7. Same issue is also find in line 35 but with the divisor. Please advise”
Answer: Please see attached revised Attachment F. The tab for the “Basic Pricing Data” has been corrected to “Base Period”. The formulas for each tab have been corrected.
3) “Attachment F – Basic Pricing Data Tab “Option 2”: The formula in cell G33 is set up to multiple by “366”, believe the multiplier should be “365” per line 7 of the tab and line 7 of Total
Evaluated Price tab. Same issue with the divisor of cell G35. Please advise.”
Answer: Please see attached revised Attachment F.

5) Attachment F – Basic Pricing Data Tab “Option 4”: The formula in cell G33 is set up to multiple by “365”, believe the multiplier should be “335” per line 7 of the tab and line 9 of Total
Evaluated Price tab. Same issue with the divisor of cell G35. Please advise.
Answer: Please see attached revised Attachment F.
6) “Attachment F – Basic Pricing Data Tab “Fuel Consumption Data”: There are no formulas in column H, are offerors supposed to enter their own formula to get the total? If so, please provide the formula offerors should enter.”
Answer: Offerors shall calculate their own fuel totals.
7) “Attachment K – CBRN Requirements: The bottom of page 6 contains a formatting error and is not legible. Please provide an updated copy of the attachment.
Answer: Bottom of page 6 reads as follows: "In the event that a Mariner/CIVMAR is unable to receive this training prior to departing CONUS, the CBRNO must provide it within 7 days of the individual reporting aboard ship and indicate in the
CONMAR/CIVMAR training record. Please see attached revised Attachment K.
8) “Attachment J – Technical Offer worksheet: Line 6 mentions both Attachments “S” and “N” when identifying the summer mean summer draft. Attachment N is for Anti-Terrorism / Force
Protection. Please advise.”
Answer: In Attachment J Tech Offeror’s Worksheet, Line 6 Should read as follows:
“Identify Vessel's summer mean draft when laden with the 1000 containers of Mission
Cargo identified at Attachment S, bunkered for 13,000 nautical miles, and using class constants. Please see attached revised Attachment J.
9) Attachment B – Basic Pricing Data: The 6-month option period is calculated in the total number of days on the Total Evaluated Price Tab but not the Fuel Consumption Tab. Please advise.
Answer: Please note, question erroneously references Attachment B. The correct attachment is Attachment F. Please see attached revised Attachment F.
10) “Will MSC pay for the EU ETS taxes should the vessel ever be deployed in the EU?
Answer: MSC does not pay the EU ETS taxes.
11) “Please advise what weight should be used for the average container + cargo weight.
Answer: The Average weight per container based on Attachment S “Mission Cargo Data” is approximately 25,000 lbs with the heaviest weight stated as 38,600 lbs and the lightest weight as 6,600 lbs (empty TEU).
12) Will the contract be evaluated basis the OPTEMO of 83% at anchor and 17% underway?
Answer: The above OPTEMPO has been corrected in the revised Attachment F.
13) How will MSC handle speed and consumption with regards to emissions during the charter
(EEXI, CII, etc)?
Answer: The contractor shall operate at the speed as required by MSC in its sailing orders.
Contractor shall request MSC to submit a letter to USCG HQ to exempt the charter vessel from MARPOL ANNEX VI, IMO DCS fuel reporting requirements to USCG and other
IMO organizations where the vessel may conduct port calls.
14) “What does GENNOS stand for regarding capacity?
Answer: GENNOS stands for Generic and Not-otherwise-Specified as proper shipping names as classified in the International Maritime Dangerous Goods (IMDG).
15) Appreciate clarification in the PWS:
E-3.5.1 Vessel Specification/Capability and Cargo Description. The Vessel shall meet the following minimum specifications:
• Self-Sustaining U.S. Flagged Vessel: The Vessel shall be U.S. Flagged upon delivery.
The Vessel shall have a minimum capacity of 500 each munitions laden TEUs underdeck and 500 munitions laden TEUs on-deck. Vessel shall be self-sustaining at all cargo holds used to stow the
20-foot ISO containers of ammunition identified in Attachment S. The primary cargo quantities, types, and shipping container configuration may change before contract award and during the contract term at USAF discretion based on mission requirements and world events. All 20-foot cargo holds used to stow the containers of Mission Cargo shall be outfitted with cell guides. All containers will be government-furnished.
• Capacity: Vessel shall have a minimum stowage capacity of 500 containers of Mission
Cargo below deck. 500 containers will be laden with ammunition and as such, shall be stowed in accordance with IMDG Code requirements for hazardous cargo. The remaining containers will either be empty or stowed with GENNOS. Within the constraints of safety, security, net explosive weight, compatibility, or other considerations, the Government may utilize the entire vessel capacity regardless of the minimum requirement. The Government will furnish the containers;
these containers will each measure 20’L X 8’W X 8’6”H.
Are the 500 additional containers non-hazardous (empty or with GENNOS)?
Answer: The 500 containers may be GENNOS or hazardous material. The quantity of containers with hazardous materials will not exceed what the vessel could safely stow in accordance with the regulations
