OEM FIELD SERVICE TECHNICAL SUPPORT
1.0 ABSTRACT
This item describes the requirement for Original Equipment Manufacturer (OEM) representatives to perform testing, troubleshooting, and repair on the Cargo Refrigeration and Air Conditioning Systems and assist ships force demonstrate the SMART testing and inspection.

3.1.2 Quantity: 5 AC Units and 3 Cargo Refrigeration Units.
3.2 Item Description/Manufacturer's Data: Johnson Controls/York Marine VSM 89 Marine Air Conditioning Units and Johnson Controls/York Marine VSB 151L Cargo Refrigeration Units.
3.2.1 Bill of Materials (Contractor Furnished)for each ship: None

5.1 All work listed under the Statement of Work shall be completed on EACH of the following T-AKE Class vessels during the listed Period of Performance except where otherwise noted:

5.2 Performance Location and Period of Performance dates provided are best known locations and dates at time of submission of these requirements and are subject to change. A Condition Report shall be submitted to the Port Engineer and Contracting Officer requesting modification of the contract due to travel costs.
5.3 Provide an access list of all personnel boarding the ship. The list shall include the following:
· Persons full name
· SSN, or passport #, or naturalization #
· Place of birth
· Date of birth
5.4 The Contractor shall be responsible for proper and timely submittal of all access requirements to include, but not limited to, DBIDS and base/port access.

5.6 The following information is required:
5.6.1 U.S. Citizen Contractors: Full Name; Last 4 SSN; Ship Attending; Reason for Visit; Dates Requiring Access.
5.6.2 Non-U.S. Citizen Contractors: Full Name; Date of Birth; Nationality; SSN/Passport No/ARC No; Ship Attending; Reason for Visit; Dates Requiring Access.
5.7 This ship contains High Voltage (HV) electrical systems. The Contractor and Subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a Contractor or Subcontractor approach, work on, or enter a High Voltage area without proper authorization.
5.8 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM.
5.9 OEM representative must have all 4 levels of proprietary passwords to verify the safeties, and make changes in the computer software as needed, for the Cargo and AC plants on T-AKE vessels.
6.0 QUALITY ASSURANCE REQUIREMENTS: None additional
7.0 STATEMENT OF WORK
7.1 Provide the service of two (2) Authorized OEM York Field Service Representative. The tech rep shall be experienced with cargo IMECO ENCON (Series) T-ALT 319 Cargo Refrigeration and Air Conditioning System installed onboard the T-AKE Class. All work shall be performed by an Authorized OEM York Representative.
7.2 The Tech rep will arrived on board the ship 1 day prior to the start of the SMART inspection to assist the Pre-underway checks with Ship’s Force. The Tech rep will ride the ship to help assist with underway tests, the following day. Then, the subsequent 2 days will consist of in port testing; concluding the last day as the Tech Rep travel day.
7.3 Perform operational test of the gas detection system.
7.4 Operationally test the Cargo Refrigeration and Air Conditioning STALECTRONIC 2200 control and operating computers OP1, OP2, OP3, and OP4. Verify computer software is programed as per iHVAC T-ALT 319. Adjust software settings, and perform software reprograming as required to ensure the STALECTRONIC 2200 control and operating computers OP1, OP2, OP3, and OP4 monitoring and properly controlling the Cargo refrigeration and Air Conditioning Units. (OEM rep must have passwords to computer software which is proprietary and cannot be obtain from ships force or MSC)
7.5 Operationally test five ships service air conditioning units to verify the units start sequence is set properly. Operate each unit under load to verify each unit will carry the ship’s heat load independently and on line with the other units.
7.6 Perform adjustments and repair all discrepancies to five ship service air conditioning units based on the results of the operational testing performed in paragraph 7.3. Ensure all air conditioning units are operating safely as per the design parameters.
7.7 Operationally test three cargo refrigeration units to verify the units start sequence is set properly. Operate each unit to verify they can maintain the required Chill/freeze temperatures required.
7.8 Perform adjustments and repair all discrepancies to three cargo refrigeration units based on the results of the operational testing performed in paragraph 7.5. Ensure all cargo refrigeration units are operating safely as per the design parameters.
7.9 Provide support ship’s crew in demonstrating the air-conditioning and refrigeration plant test procedures for the SMART inspection per reference 2.1.
7.10 Tech rep will help expedite any emergent material needs to support scheduled underway operations.
7.11 Tech rep will provide other necessary services related to the cargo refrigeration systems and A/C systems during SMART Inspection.
7.12 Provide final service report detailing the as found condition during operational testing of the five AC Units and three Cargo Refrigeration Units, all repairs and adjustments made, and recommendations for follow-on repairs.
8.0 GENERAL REQUIREMENTS: None additional.
