QUESTIONS AND ANSWERS #1
The following are answers to questions received from potential Offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
Work item 0216
Paragraph / Section #: 4.1.1 / 7.6 / 7.6.1 / 7.7 & 7.7.1
Title: 9 Cylinder Main Diesel Engine (MDE) 30000
As per 30K hrs. Maintenance - Ref 201 Maintenance task serial Number 172, it is indicated, remove, clean and check One (1) Cylinder head, however in Para 4.1.1 / 7.6 / 7.6.1 / 7.7 & 7.7.1 it is nine (9) cylinder heads.
Please clarify
ANSWER: DGC – We provide 9 Cylinder Heads for Just in Case. There is only One (1) cylinder Head to be removed and inspected per the WI Task 172.
QUESTION #2:

Paragraph / Section #:3.0, 7.7
Title: Galley Oven Replacement REV 1
Cut sheet dimensions for the specified ovens do not match dimensions listed in paragraph 3.0. Please confirm sizes with manufacturer or advise minimum/maximum sizes for same.
ANSWER: The Model Number appears to be wrong in the WI. For the 6 Galley Ovens: Model – ECOF-AT; Dimensions: 25x38x38.2; V – 480V, 60Hz
Specified griddle is a drop in model and does not come from supplier with a wheeled platform. Can the wheeled platform from existing be reused?
ANSWER: There are no Legs. Please proceed with drop in version if there is not a version with legs and rollers. Currently installed is a drop in version.

Title: 0555_A_ Replace Cascade Orifical Resistive Device (CORD)
Quoted lead time for the material listed in 3.1.2 is 26 weeks. Recommend this be provided as GFM.
ANSWER: Material will be provided as GFM
QUESTION #4:

Paragraph / Section #:3.2, 3.3, 4.2, 7.4, 7.5
Title: House Grating Replacement
There are several discrepancies in the work item as listed below:
Paragraph 3.2 Estimate approximately 200 sq. ft. of grating Paragraph 7.4 approximately 3,500SqFt of Grating required Please provide quantity of grating to address
Paragraph 3.3 Bill of Material (CFM) Paragraph 7.4 Contractor to replace the galvanized deck grating with GFM Ref 4.2.1 Fiberglass Phenolic Grating Paragraph 7.5 Contractor shall replace the, GFM 3.2.2, stainless steel “M” type saddle clips Please clarify who is supplying grating and clips
ANSWER: DGC – 30 Aug 2019 – Estimate is 200 SQ FT. The 3500 SQ FT is in correct.
Offeror shall provide Grating and Clips.
QUESTION #5:

Paragraph / Section #:3.2.3
Title: Galley Oven Replacement
The Serial No. given for the Range is for the Top only…and with Lang being STAR/Lang now they are having a hard time identifying what the top configuration is: 24” griddle with 2 french plates? Or Full Hot Plates??
Please clarify top configuration of oven in 3.2.3.
ANSWER: 30 Aug 2019 - Please see below Data and Pics. Need to be equal or better if the model no longer exists.

QUESTION #6:

Paragraph / Section #:4.2.1, 7.1, 7.11
Title: Shower Wall Replacement
Q#1, Paragraph 4.2.1 has a non US Joiner part number and conflicting quantity.
Please clarify.
Q#2. Paragraphs 7.1 & 7.11 discuss using only US Joiner to accomplish the panel renewal. Is this still a requirement?
ANSWER: DGC – 30 Aug 2019 – Q1 Answer – The part number on there is the Part Number that Chris Calhoun from US Joiner gave when material was purchased. It is straight from US Joiner. QTY. There are 20 Wall Panels and includes 35 PCS of Profile P-201. Again, this is what numbers were used to procure from US Joiner. If they changed Part Numbers we can discuss directly with them.
Q2 Answer – We need US Joiner for Tech assist. Labor can be Offeror Carpenters. US Joiner can provide clarification to process for single wall panel replacement in a Water Closet that has 7 panels. How do we replace one of those panels when it was assembled and as a module and dropped in the ship. That is why US Joiner is requested. Guidance only.
QUESTION #7:

Title: Cargo Brine System Valve RPL
Question: Contractor could not identify the size of the following valves listed in the GFM paragraph 4.2.1:
BFV 6 LUG 150# DI FLGD ACRIS AMRI IL-31KF/S9 VALVES W/ ATTACHED HANDLES
7080/040V301001--2--S--7 W/FLANGES, 3 WAY VALVE
ANSWER: DGC – 20190904
1. BFV 6 LUG 150# DI FLGD ACRIS AMRI IL-31KF/S9 VALVES W/ ATTACHED HANDLES
Answer: 6” Valve. These are the valves right off the Cargo Reefer Evaporators.
2. 7080/040V301001--2--S--7 W/FLANGES, 3 WAY VALVE
Answer: These are 1.5” Valves.
QUESTION #8:
Work item 0624
Paragraph / Section #:3.1, 7.8, 7.10
Title: Engineers operating station dialectic floor mat replacement
Question: Paragraph 3.1 only lists the EOS and the 3,000 sqft of deck as location/quantity.
Paragraph 7.8 & 7.10 discuss removing bhd panels.
Question: If bulkhead panels are part of this work scope, please provide areas to be renewed, quantity and type of bulkhead panel.
ANSWER: Revised WI provided to Offerors
QUESTION #9:

Paragraph / Section #:3.2.1
Title: Hazmat Container Replacement
Question:
Manufacturer contact information provided in paragraph 3.2.1 is not valid.
Please provide specified manufacturer for the four (4) each Hazmat Containers.
Also, please note that previously these units were supplied as GFM due to the long lead time for delivery.
ANSWER: Hazmat containers are provided as GFM
QUESTION #10:

Paragraph / Section #:7.2, 7.18
Title: FLIGHT DECK SAFETY NET REPAIR
Question:
Paragraph 7.2 directs contractors to renew 10% of the Pendants. (about 8) Paragraph 7.18 directs contractors to renew 76 flight deck pendants.
Please clarify number of pendants to provide.
ANSWER: Please assume to renew all 76 Flight Deck Pendants.
QUESTION #11:

Title: Bid Due Date
Question:
Contractor is experiencing slow response from Vendors and Subcontractors solicited for this proposal and due to the summer vacation schedules, many contractors are not meeting our due dates. We have more than 40% of our subcontractor quotes that not been received. The current due date of the 18th only gives contractors 5 more business days to assemble our proposal as it would need to be send on Monday morning of the 16th to ensure arrival by current due date/time.
Contractor respectfully requests a bid extension from 18 August, 2017 to 25 August, 2017.
All of the above requested change is necessary to allow contractor time to receive all subcontractor and material vendor quotes, then assemble and submit a proposal at least 2 business days before due date to ensure its timely receipt in the East Coast.
ANSWER: Solicitation will be amended to extend due date of proposals to 25 September 2019 10:00 AM Eastern time.
