| 7-May-19 | T-AKE OP Station Comment / Question Tracker | |||
| Paragraph | Paragraph Text | Type | Comment | MSC Response |
| 2.3.5 | This will typically require an extended Service life support contract. | Question | Please provide a detailed description of the scope to be covered by this support contract. | Offeror is to provide extended service plan direct from software OEM (Microsoft etc.). The extended service life support contract is an option when purchasing the software. See below for further response. |
| 1.3.1 | The Tech refresh shall maintain ABS refrigeration classification and all other ABS, USCG, and Mil Spec Cargo Refer storage and general shipboard requirements currently met by the installed system. | Question | A complete list of the standards that the upgraded equipment must meet needs to be supplied to JCI. |
Additional time will be required in order to study the impact of those requirements on the solution that was proposed earlier.
| Before the commercial proposal can be finalized, a dialogue with classification society will need to be engaged in order to validate the architecture of the proposed solution and hardware choices. | Currently, the T-AKE class has the Refrigerated Cargo Notation for Cargo Hold 3 (RC 3) and has had that notation since delivery. Since you are the OEM, your company had to meet requirements of that notation. ABS Publication Rules for Building and Classing Steel Vessels, Part 6, Chapter 2 talks about the requirements. Section 10 specifically talks about Instrumentation, Control and Monitoring. | ||||
| 1.1 | The Stalectronic software resides on PC computers called Operator (OP) stations | Clarification | The software is also present on the PLCs which control the system. | Noted. | |
| 1.2 | The purpose of this SOW is to provide a technical refresh for the hardware of the Stalectronic suite of equipment responsible for the Human Machine Interface, data and alarm logging, and external communication. | Clarification | Stalectronic 2200 is also responsible for controls of the AC and Cargo units, as well as the brine system and air coolers. | Noted. | |
| 2.1 | The scope is for Design, Manufacture, and Installation on each of 14 MSC T-AKE ships . Design and installation changes required by different platform configurations shall be addressed and included under this upgrade requirement. | Question | Please confirm in a paragraph that the proposal should be structured as a set of 14 options, one per shipset, the first of which will cover non-recurring costs and recurring costs for the first ship. | 15 Contract Line Item Numbers (CLINs) are applicable. CLIN 0001 for non-recurring costs/design and manufacture. CLIN 0002-0015 are fixed as 14 options, one per shipset. Ensure we can attribute all the costs to a task. | |
| 2.3.1 | The new HMI function of the OP stations shall be industrial-based and shall incorporate keyboard and mouse input devices. | Question | Please confirm if touchscreens are acceptable. | Touch screens are acceptable. | |
| 2.3.2 | They shall be fan-less and rated for the industrial environment encountered in the AMR/MCCS. The same display and processor shall be provided at all 4 locations. | Clarification | As a clarification, the proposed OP setup is one server to be installed in an electrical room (with controlled atmosphere) and four OP stations which can be installed anywhere on the ship. | ||
| We will check if we can provide OP stations that would be completely fan-less. | Understood. The AMR/MCCS is the harshest environment and the OP stations shall be designed to work in these environments. The server should be rated for electrical Room service or the location agreed upon by MSC. | ||||
| 2.3.3 | The OP stations should be interchangeable to allow for commonality of parts and reduction of onboard spares. | Clarification | OP stations will be identical, but the server will be a different piece of equipment that the OP stations connect to over the ship network. | Understood. | |
| 2.3.5 | The operating system version for PCs or Servers must have an end-of-service life support greater than 5 years . This will typically require an extended Service life support contract, which is included in this scope of work. | Question | Please confirm if, by “operating system […] for PCs”, you mean the Windows version or the version of the controls software we will supply. | ||
| In both cases, the 5-year requirement can be met. | Confirmed. This is the meaning. | ||||
| 2.3.5 | The operating system version for PCs or Servers must have an end-of-service life support greater than 5 years . This will typically require an extended Service life support contract, which is included in this scope of work. | Question | Please provide a detailed description of the scope to be covered by this support contract. We would separate this from the main delivery of the upgrade. | This is software updates from the OEM. For Example: Windows 10 enterprise support is due to complete its life cycle in 2020/2021 but Windows 10 LTSCB (Long Term Servicing Channel/Branch) will be supported with updates from Microsoft through 2029/2026. The extended support from the Operating System Manufacturer is included in this scope of work. Ensure we can attribute all the costs to a task. Separate within the proposal of CLIN 0001 for non-recurring costs/design and manufacture. | |
| 2.5 | GUI screens | Question | Please confirm this means an HMI Panel. | GUI is Graphic User Interface. It is noted that the Offeror intends to provide Human Machine Interface (HMI) screens to perform the GUI function. This is acceptable. | |
| 2.5 | I/O modules or interface modules | Question | Please clarify. | Programmable Logic Controller (PLC) input/output modules. | |
| 2.6 | GUI screens | Question | Please confirm this means an HMI Panel. | GUI is Graphic User Interface. It is noted that the Offeror intends to provide Human Machine Interface (HMI) screens to perform the GUI function. This is acceptable. | |
| 2.7 | GUI screens | Question | Please confirm this means an HMI Panel. | GUI is Graphic User Interface. It is noted that the Offeror intends to provide Human Machine Interface (HMI) screens to perform the GUI function. This is acceptable. | |
| 2.7 | I/O modules or interface modules | Question | Please clarify. | Input/output modules if required to be replaced. | |
| 2.8 | Provide GUI Screens for each OP station location. Local Controller Cubicle 1 (LC 1) screen may provide one of the OP Station functions if location is suitable for providing the same level of servicing. If not, then a separate OP station will be provided to match the existing independent OP station count of 4. MSCTPOC to approve/decline LC 1 equivalency. | Question | MSC could decide already now. Two alternatives: |
- One OP station mounted on the door of the LC1 cubicle + One OP station by the AC or Cargo
- One OP station by the AC + One OP station by the Cargo
| Cost difference will probably be marginal. | One OP station mounted on the door of the LC1 cubicle + One OP station by the AC or Cargo | ||
| 2.9 | 2.9 | Provide tech refresh for the controls and control interfaces in the Following: | |
| 2.9.1 | Brine System Supervision Unit (BSU) | ||
| 2.9.2 | Alarm Interface Unit (AIU) | ||

| - Local controllers 1 and 2 | These are required in 2.4 through 2.8. They are part of the scope of supply. | ||||
| 2.10.2 | Weights | Clarification | JCI can provide weights for the new material, not the material that will be removed. Changes will be marginal. | Noted. | |
| 2.10.2 | Moments | Question | Please clarify. | Location of weights on the vessel and the affect on motion. The weight change is required and can be coordinated with MSC. | |
| 2.10.2 | MSC Format | Question | Please supply MSC format. | Format is being supplied | |
| 2.12.4 | Update EOMM, Ship Familiarization, and other Technical documentation whose information will be rendered inaccurate due to modifications made under this contract. | Clarification | JCI will limit documentation update to manuals issued by JCI only. A list will be provided, which will at least include the AC plant manual and the Cargo plant manual. | Noted. | |
| 2.13.1 | HMI/GUI | Question | Does this mean HMI panel for the electrical cubicles or OP station? Or both? | Each different HMI screen needs to have a spare provided. | |
| 2.13.4 | |||||
| 2.13.5 | One each special/unique component and special tools. | ||||
| Test equipment required for onboard diagnostics and maintenance. | Clarification | N/A | Noted. | ||
| 2.13.6 | Any component with a three-week or greater lead time after receipt of order shall also be provided in the spare parts. | Clarification | JCI will check lead time for parts at the time of proposal preparation but cannot guarantee that the lead time for other parts will remain below three weeks later on. | Noted. | |
| 2.14.1 | ABS and Mil Spec Cargo Refer storage requirements currently met by the installed system. | Clarification | Refer to above comment about requirements to be met. | See above. | |
| 2.14.2 | Software protection and build conformity requirements mandated by the navy and commercial standards. | Clarification | JCI equipment is commercial standard, not navy standard. | Noted. | |
| 2.15 | Inspection and Test Plan | Clarification | This was not included before. Will investigate and see what we can offer. | Noted. | |
| 2.16 | The Contractor, prior to the first installation and continuously until final completion, shall develop an Installation Plan for the execution of all fourteen (14) options under this PWS. | Question | Something is missing here. | Make a project schedule and maintain it until the contract is completed. | |
| 2.16.2 | Question | What is CLIN? | Contract Line Item Number (CLIN). Each shipset has a separate option CLIN in the contract for execution. We may add spares when exercising the option for a particular shipset. Ensure the list of shipboard spares with pricing are separate. | ||
| 3.2 | Special Tools and Test Equipment | Clarification | N/A | Noted. | |
| 3.4.4 | The test will be designed to demonstrate the function of the replacement equipment prior to installation onboard the vessel. | Clarification/Question | We are considering doing a software test, meaning we would build a virtual model of the system, and test the software with this model. We would do this instead of building a test rig. Is this concept acceptable to MSC? | Software testing alone does not provide an appropriate level of functional testing prior to installation. | |
| 4 | - | Clarification | Will come with a modified proposal for the schedule as soon as possible. | Noted. | |
| 4 | - | Clarification | As mentioned earlier to Sean, JCI will need 3 months from award date to book engineering resources on this project. I will try to shorten this period, but based on this, Design would start at Award + X days. | Noted. | |
| 4.1; Item 5 | Ship Check Plan | Clarification | In JCI’s proposal, the ship check is a pre-installation survey. It is meant to audit the state of the equipment on the ship to determine if all systems are functional and ready to be upgraded. If some systems require repair, then the ship check report would list it in an action list. All actions would need to be performed before the upgrade could take place. The cost for these actions is not included in the scope of this proposal. | ||
| The ship check should typically occur 3 months before installation. | Noted. | ||||
| 4.1; Item 20 | Installation | Question | Would installation be done during a dry docking? | Not necessarily a dry docking, but a major availability where the system would be shutdown. |
