PERFORMANCE WORK STATEMENT

1. Background/Definition:

0. General The T-AKE CLASS of vessels Operate as the US Navy’s main fleet of replenishment vessels. There are 14 T-AKE ships that comprise the Class. As a Replenishment vessel one of the main missions is to provide Freeze and Chill Consumable Cargo to the warfighters. This is accomplished through the maintenance of refrigerated cargo holds that can act as either frozen or refrigerated cargo holds. The temperature is maintained by a system of equipment and a system integration management unit called Stalectronic 2200. The Stalectronic software resides on PC computers called Operator (OP) stations. Four OP stations support the equipment management with two being hot transferable master stations and the remaining two are slaves. These OP stations have been plagued with reliability and availability issues along with an inability to be upgraded to current technology.

Objective The purpose of this SOW is to provide a technical refresh for the hardware of the Stalectronic suite of equipment responsible for the Human Machine Interface, data and alarm logging and external communication. Overview shown in Figure 1.1 shows the basic system architecture. This equipment shall be replaced with a reliable and functional suite of equipment that is open architecture based and which utilizes modern and current technology capable of in-situ plug and play upgrades. This new user interface equipment must utilize the same software data points and algorithms used for the existing system. This will allow software, data and algorithm migration from the old platform to new with minimal system re-engineering.

Figure 1.1

The 4 Operator Stations consist of 4 Personal Computers. Two computers are desktop and monitor-type located in the Engine Control Room (ECR). The other two are also desktop type with industrial monitors located inside a self-contained environmental cabinet in the Auxiliary Machinery Room (AMR). In the AMR one is placed alongside the HVAC Chillers and the other by the cargo refrigeration chillers. The two OP Computers in ECR are OP 1 which serves as the master OP computer and OP2 which serves as a secondary hot standby master computer to OP1. OP1 and OP2 allow for user input, manipulation of set points, data logging, alarm and control of the cargo reefer management functions. The AMR OP computers are OP3 and 4 and provide identical displaying functions only.

The Tech refresh shall maintain ABS refrigeration classification and all other ABS, USCG and Mil Spec Cargo Refer storage and general shipboard requirements currently met by the installed system.

The Graphic User Interface mimics (information screen) shall remain the same as are currently deployed on the OP stations. Minor modifications are allowed but shall not deviate from the functional control currently established under the existing system. Each functional icon (button) and or clickable phrase (hyperlink) shall provide the same navigation and execution profile as the current OP stations.

Scope of Work:

The scope is for Design, Manufacture and Installation on each of 14 MSC T-AKE ships. Design and installation changes required by different platform configurations shall be addressed and included under this upgrade requirement.

Perform a detailed design verification shipcheck. This shipcheck shall be performed by the Contractor after contract award to gather all of the information required to complete the detailed design and installation drawings. The time and location of the shipcheck shall be determined by the ship’s schedule.

Replace the 4 OP stations with industrial control stations networked together and controlled by processors located outside of the Machinery Space and environmentally protected area suitable for the chosen system.

The New HMI function of the OP stations shall be industrial-based and shall incorporate keyboard and mouse input devices.

They shall be fan-less and rated for the industrial environment encountered in the AMR/MCCS. The same display and processor shall be provided at all 4 locations.

The OP stations should be interchangeable to allow for commonality of parts and reduction of onboard spares.

The new HMI shall be based on the latest software versions (currently Windows 10 for PCs), modern and supportable by the software OEM.

The operating system version for PCs or Servers must have an end-of-service life support greater than 5 years. This will typically require an extended Service life support contract.

The Contractor must be able to collect, interpret, manipulate, modify and transfer the current software set points and control algorithms. It must possess the system data rights and system information or contract with the system information data rights. The Contractor must have access to the Stalectronic source code used on the T-AKE ships and possess the commercial rights to access those codes. The Government does not currently have access to this information and it must be sourced independently under this contract.

The Contractor must be able to gain explicit rights as OEM for every piece of equipment in the Cargo Reefer System onboard the T-AKE ships. This includes drives, chillers, chiller control units, OP computers and their replacements, brine system and controller, Local Controllers and Alarm Interface Units (AIM).

Refresh the UNITRONIC PLC Modules in subsystem controllers. Provide a functional replacement.

Provide GUI screens and I/O modules or interface modules at each of 2 Local Controllers.

Provide new GUI screens at each of 8 chiller units for individual unit control.

Provide new GUI screen and I/O modules or interface modules at Brine Control Unit.

Provide GUI Screens for each OP station location. Local Controller Cubicle 1 (LC 1) screen may provide one of the OP Station functions if location is suitable for providing the same level of servicing. If not, then a separate OP station will be provided to match the existing independent OP station count of 4. MSCTPOC to approve/decline LC 1 equivalency.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

Service, Support, and Parts for Trident Maritime Systems OEM Cargo Refrigeration Operator (OP) Controls System

1.0 INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed to comply with the Federal Acquisition Regulation (FAR) Subpart 46.4 – Government Contract Quality Assurance. FAR 46.401(a) states Government contract quality assurance shall be performed at such times (including any stage of manufacture or performance of services) and places (including subcontractors’ plants) as may be necessary to determine that the supplies or services conform to contract requirements. Quality assurance surveillance plans should be prepared in conjunction with the preparation of the Performance Work Statement (PWS). The plans should specify -- (1) all work requiring surveillance; and (2) the method of surveillance.

This QASP is designed to define the performance management approach, define roles and responsibilities, define methodologies used to monitor and evaluate Contractor’s performance and define the performance standards by which the Contractor will be measured.

2.0 IDENTIFICATION OF WORK TO BE PERFORMED

Under the requirements of this contract, the Contractor shall provide Original Equipment Manufacturer (OEM) parts and services to support the replacement of the Cargo Reefer Operator (OP) Controls System stations installed aboard the Military Sealift Command (MSC) T-AKE CLASS vessels.

3.0 PERFORMANCE MANAGEMENT APPROACH

The Contractor’s internal quality control system will set forth the staffing and procedures for self-inspecting the quality, timeliness, customer satisfaction and other performance requirements in the PWS.

The purpose of the QASP is to provide guidelines and procedures by which the Contractor’s performance will be evaluated and assessed. The QASP is intended to be a “living” document that will be revised or modified as circumstances warrant, and is therefore provided for information only. The QASP is based on the premise that the Contractor is responsible for quality assurance in the performance of its work, but it is the Government’s responsibility to periodically ensure it receives the full scope and quality of work for which it contracted.

4.0 ROLES AND RESPONSIBILITIES

Contracting Officer: Responsible for monitoring contract compliance, performing contract administration and resolving any differences between the observations documented by the Contracting Officer’s Representative (COR) and the Contractor’s performance.

Contracting Officer’s Representative (COR): The primary Government representative assigned to monitor contract performance. The COR is responsible for providing technical direction to the Contractor and will perform the final inspection and acceptance of all deliverables under the contract. The COR will also have the responsibility of performing periodic sampling and documenting customer feedback.

5.0 METHODOLOGIES TO MONITOR PERFORMANCE

In an effort to minimize the contract administration burden, simplified methods of surveillance techniques shall be used by the Government to evaluate Contractor performance. The primary methods of surveillance are Customer Input / Feedback. Customer feedback may be obtained either from the results of the formal customer satisfaction surveys or from random customer complaints.

Customer complaints, to be considered valid, must set forth in writing the detailed nature of the complaint, and must be certified by the COR. The complaint will then be forwarded to the Contracting Officer for review. If the Contracting Officer determines that the complaint is valid, the Contractor will be formally notified in writing. The Contractor will have 5 business days to formulate a response detailing the actions taken to remedy the complaint filed.

Inspection of the deliverables may be conducted by either the COR, Contracting Officer, or other officially- designated Government representative. The level of inspection will be determined based on the deliverable requirements and the frequency of deliverables. For deliverables identified as failing to meet the requirements, the Contractor will have five (5) business days to formulate a response detailing the actions taken to remedy the failure unless a shorter timeframe is necessary in order to comply with the period of performance.

6.0 DOCUMENTATION

The COR shall maintain copies of all reports, evaluations, recommendations and any actions related to the Government’s performance of the performance assessment function in the COR file for this contract. All records shall be maintained for the life of this contract.
