QUESTIONS AND ANSWERS

19 June 2019

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Is there an age restriction on the proposed vessel?

ANSWER: No.

2. Are there any restrictions on where a proposed vessel has been built or modified?

ANSWER: There are no restrictions on where a proposed vessel has been built. As far as restrictions on modifications to the vessel, please see DFARS 247.572 Policy, and NMCARS 252.247-7025 Reflagging and Repair Work. In short, under the Cargo Preference Act, reflagging or repair work, defined in NMCARS 252.247-7025, performed on a vessel for which the contractor submitted an offer in response to the solicitation for the contract and; prior to the acceptance of the vessel by the government, shall be performed in the United States or its outlying areas.
