SMALL BUSINESS SUBCONTRACTING PLAN EVALUATION FORM

P.L. 95-507, FAR 19.704, FAR 52.219-9 (Jan 2011), FAR 19.708

DFARS 219.705-4, FAR 19.705-2, DFARS 252.219-7003

Subcontracting plans for awards to SB, HUBZone, SDB, WOB, SDVOSB, and VOSB, are required in accordance with FAR 19.702 and clause 52.219-9. Each solicitation for a contract, amendment or modification which exceeds $700,000 ($1,500,000 for construction) and which offers subcontracting possibilities, must contain the subcontract plan clause. However, subcontracting plans are not required:

From small business concerns;

For personal services contracts;

For contracts or contract modifications that will be performed entirely outside the United States and its outlying areas;

For modifications to contracts within the general scope of the contract that do not contain the clause at 52.219-8, Utilization of Small Business Concerns (or equivalent prior clauses, e.g., contracts awarded before the enactment of Public Law 95-507).

For contracts with options, the cumulative value of the basic contract and all options is considered in determining whether a subcontracting plan is necessary. If one is required, the plan shall have separate parts, one for the basic contract and one for each option.

C. Assurance of Equitable Opportunity:

D. Assurance of Subcontracting Clauses Subcontracts

E. Assurance of Cooperation and Report Submission

2. Assurance that the offeror will submit periodic reports in order to allow the Government to determine the extent of compliance by the offeror with the subcontracting plan.

Summary Subcontract Report (SSR), in accordance with FAR 52.219-9 using the Electronic Subcontracting Reporting System (eSRS) at http://esrs.gov.

5. Assurance that the offeror will provide its prime contract number, its DUNS number, and the e-mail address of the Government or Contractor official responsible for acknowledging or
