USNS MERCY LIFEBOAT SYSTEM

Performance Work Statement (PWS)

1. Background

Military Sealift Command (MSC) is replacing the lifeboats, davits and winches on the USNS MERCY (T-AH 19). To conserve boat deck space, the existing open-topped lifeboats and their associated davits and winches will be removed to provide deck space for new lifeboats and their associated davits and winches. This item describes the technical, performance, and other requirements for the procurement and design of eight (8) lifeboat systems as the base task. A lifeboat system is defined as one (1) SOLAS lifeboat, one (1) SOLAS lifeboat davit, and one (1) SOLAS lifeboat winch and shall also include spares, technical manuals, and testing. It is MSC’s intention to install four lifeboat systems on each side, port and starboard, on the USNS MERCY. An Option shall be provided for storage and shipping of the lifeboats.

2. General Requirements

2.1. The lifeboats shall be designed, built, and certificated for use as United States Coast Guard (USCG)-approved SOLAS-compliant lifeboats under approval series 160.135. It is the contractor’s responsibility to meet any and all regulations required by USCG for approval as a lifeboat. Documentation of USCG and ABS Type approvals shall be provided prior to acceptance of the lifeboats. Lifeboats shall be provided that meet passenger vessel rules.

2.2. The lifeboats shall be designed with port and starboard access.

2.3. The davits shall be designed, built, and certificated for use as a USCG-approved SOLAS-compliant lifeboat davit under approval series 160.132. The winches shall be designed, built, and certificated for use as a USCG-approved SOLAS-compliant lifeboat winch under approval series 160.115. Documentation of USCG and ABS Type approvals shall be provided prior to acceptance of the davits and winches.

2.4. The davits and winches shall be designed and built for use with the proposed lifeboat in lifeboat (SOLAS-compliant launching) operation.

2.5. The davits shall be designed and built for installation on the 01 Level, tying into the 01 and 02 Level decks. An overhead structure does not exist nor will the fabrication of overhead structure be permitted, i.e. the davit installation shall not require the use of overhead structure.

2.6. The overall dimensions of the complete and installed system, i.e. lifeboat, davit, winch, and the appropriate clear area for operating personnel, when in the stowed position, shall fit within a prescribed area of the 01 Level. Attachment 3 provides the general arrangement of the ship in way of the intended davit installation, illustrating the prescribed area that is detailed below. The extents of that area are as follows:

2.6.1. Transverse extent is 17’-10” from the deck edge to the inboard bulkhead on the 01 Level. On the 02 Level, the inboard extent varies between 26’-35' from the deck edge. The 02 Level is located 10’ above the 01 Level. When stowed, the tender/lifeboat and davit must not extend outboard of the deck edge. The transverse location of the complete and installed assembly shall provide clear fore and aft passage under and around the stowed lifeboat. The stowed position shall remain within the existing footprint and not impede the current walkway.

2.6.2. Vertical extent is 35’ above the boat deck. When stowed, the tender/lifeboat and davit must not extend above this extent.

2.6.3. Longitudinal extent is 36’-6” for each lifeboat system installed. The existing equipment located fore and aft of the lifeboats will not be relocated and therefore the longitudinal boundary will remain fixed.

2.7. The complete and installed system shall permit access to the stowed lifeboat for the purpose of inspection and maintenance. The complete and installed system shall also permit passenger boarding of the lifeboat directly from the 01 Level, and while afloat at port and starboard access doors.

2.8. All lube and hydraulic oil requirements for the complete and installed system shall be compatible with products that are currently available to MSC. A complete list of products available is provided under Attachment 1.

2.9. The lifeboats, davits, and winches shall be delivered complete with all necessary components and fluids, and be ready for installation and subsequent operation. Installation shall only require direct welding or bolting of the davits and winches to the ship’s deck or a foundation built upon the deck, filling the fluids, rigging all wires, and connection to the ship’s electric power.

2.10. In accordance with References 18.4-18.6, the releasing mechanism shall be of the same type as the exiting Tender Lifeboats 1 and 2 which are Fassmer Life/ Tender Boat Type SEL-T 11.0. Otherwise, the releasing gear in the 2 existing Tender Lifeboats shall be replaced with the same releasing gear as the new proposed Lifeboat releasing gear as part of this contract. Tender Boats shall be recertified by the OEM and USCG.
