PERFORMANCE WORK STATEMENT

1. SCOPE

This Performance Work Statement covers the Qualified Member of the Engine Department (QMED) training in support of Military Sealift Command’s (MSC) initiative to provide training for unlicensed Civilian Mariners (CIVMAR).

2. BACKGROUND

To provide Qualified Member of the Engine Department (QMED) training opportunity for unlicensed CIVMARs, training is to commence based on a base year and four option years. The QMED training is a career path for the unlicensed engineers. QMED consist of the following ratings endorsed by the United States Coast Guard (USCG): Fireman/Watertender (FOWT); Oiler; Junior Engineer; Electrician/Refrigerating Engineer;

and Pumpman/Machinist. On board Military Sealift Command (MSC)ships Civilian Mariners (CIVMARs) are able to safely operate engineering equipment based on their experience and training. Recognizing the diverse skill set needed by MSC and required by USCG it is imperative that we continue to fund QMED training requirements.

The purpose of this training is to allow MSC to have a pool of CIVMARs with critical skill sets in support of engineering functions, while meeting mandated USCG requirements referenced in the Code of Federal Regulations (46 CFR 12.501). Ultimately, it prepares individual mariners to work safely and successfully in MSC ships engineering department. Furthermore, this training opportunity will prepare CIVMARs to be efficient in utilizing the engineering resources on board MSC ships.

3. APPLICABLE DOCUMENTS

3.1 Code of Federal Regulations. 46 CFR 12.501

3.2 Code of Federal Regulations. 46 CFR 12.505

3.3 Code of Federal Regulations. 46 CFR 12.609

All courses identified below must be USCG certified. The Offeror shall provide training opportunities for QMED and or Rating forming Part of an Engineering Watch (RFPEW) in accordance with the Code of Federal Regulations.

a. The following courses are requested for CIVMARs:

(1) Fireman/Watertender/Oiler (FOWT) – A minimum of Six classes per year (2 – 6 CIVMARs per class) to be held in Norfolk VA and San Diego CA.

(2) Electrician/Refrigerating Engineer – A minimum of Six classes per year (2 – 6 CIVMARs per class) to be held in Norfolk VA and San Diego CA.

(3) Pumpman/Machinist – A minimum of Five classes per year (2 –

6 CIVMARs per class) to be held in Norfolk VA and San Diego CA.

b. The Offeror shall provide the courses in compliance with the requirements of [46 CFR 12.505(c)]. Assisting each student to meet the rating knowledge of the subject covered (in each course) to the satisfaction of the Coast Guard.
