PERFORMANCE WORK STATEMENT

Marine Transportation Research Subscription

1. Scope The Operations and Plans Directorate (N3/5), Strategic Sealift Office (PM5), and other MSC components including MSC Area Commands require access to an information source whereby marine transportation research can be undertaken to conduct operations, plan missions, and coordinate strategic sealift activities for MSC and USTRANSCOM.

2. Background The Operations and Plans Directorate (N3/5), Strategic Sealift Office (PM5), and other MSC components including MSC Area Commands are responsible for conducting operations, planning missions, and coordinating strategic sealift activities for MSC and USTRANSCOM. In order to complete these tasks, access to data detailing port characteristics, port-to-port distances, and current ship positions is required.

3. Objectives A. To have access to a searchable database containing the marine transportation information needed to conduct planning and operations for MSC and USTRANSCOM.

B. To have access to current port advisories and conditions.

C. To visually display different weather phenomena including hurricanes, winds, and seas around the world.

D. To electronically observe ships transiting ports, harbors, and coasts via the Automatic Identification System (AIS).

E. To calculate port-to-port distances and estimated times of arrival based on a ship’s speed and any required layovers in different ports or waterways.

F. To calculate estimated fuel consumed based on fuel use rates and a ship’s speed.

G. To create various lists to only view vessels of the same class, conducting the same mission, or located in the same area of the world.

4. Specific Requirements A. The contractor shall provide access to the needed marine transportation information required to conduct planning and operations for MSC and USTRANSCOM. The required items are:

1. Up-to-date port advisories and conditions

2. Visual representation of different weather phenomena including hurricanes, winds, and seas around the world

3. As near to real-time AIS information as possible to electronically observe ships transiting ports, harbors, and coasts throughout the world

4. Rapid calculation of port-to-port distances and estimated times of arrival based on a ship’s speed and any required layovers in different ports or waterways

5. Rapid calculation of estimated fuel consumed based a fuel use rates and a ship’s speed.

6. The ability to create various lists to only view vessels of the same class, conducting the same mission, or located in the same area of the world B. The contractor shall provide thirty-four (34) concurrent user licenses along with five (5) concurrent user licenses to the Automatic Identification System (AIS) in order to achieve the requirements of this statement of work.

5. Support Requirements

The service shall provide free telephonic help desk services 24 hours per day, seven days per week, 365 days per year. The service shall include free problem resolutions and research assistance. No on-site technical support is required. The contract awardee will work with members of MSC's Operations Department in addition to MSC contracting personnel to remedy any deficiencies with agreed upon service.

6. Availability Requirement

The service shall be available 24 hours per day, seven days per week.

7. Training Requirements

The service shall include the following at no additional cost to the government:

· Training on-site and on-line, including an initial training session or sessions, to be scheduled following contract award, to show MSC users the intricacies and capabilities of the service. Future training sessions may be requested and scheduled by MSC on an as needed basis. On-site training will be held between the hours of 0800 and 1630 at MSC Headquarters in Norfolk, VA or online, whichever location is deemed best by MSC. Training topics and modules shall cover sufficient material to allow users to fully utilize any and all program functions.

· Written training brochures, booklets and manuals

8. Place of Performance Access to the information shall be provided via the Internet. All marine transportation information shall be received via UNCLASSIFIED internet-based databases. Marine Transportation information received via telephone and mail is not required nor permitted.

9. Security Unclassified.

10. Government Furnished Equipment (GFE) GFE will not be provided under this Order.

11. Period of Performance The base period of performance shall be from 01 April 2018 through 30 Sept 2018. In addition to the base period, there are four (4) one-year option periods from 01 Oct 2021 through 30 Sept 2022.

12. SECTION 508

All Electronic and Information Technology (E/IT), as defined at FAR 2.101, supplied under this contract, must conform to the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology Accessibility Standards (36 CFR Part 1194). Exception to this must be approved in writing by the Contracting Officer.
