QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Note:
The following questions are in reference to question 14 and 15 from Q&A-1 posted to FedBizOpps on 9/13/2018 which a request for clarification is being provided.
Reference Question Government Response
Q&A #15 What is the envisioned seat time for the Interactive Assessments ANSWER: 20-30 minutes each.
Medical Trauma Training Content states:
“Each module shall contain instructions consisting of text and audio, with a mixture of video, pictures, and animations to support the information being presented.
Intermediate game-like assessments will be injected to ensure user engagement and reinforce the content.
The learning module is based on each module containing 15-30 minutes of training time”
Taking into consideration the PWS and the answers to questions can the Government confirm the request is:
15-30min CBT * 11 modules = 165mins – 330mins of CBT PLUS 20-30min assessment * 11 modules = 220-330 mins of assessments?
If so, vendors are being asked to price a range of 6.4 hours to 11 hours. For pricing purposes that can prove to be a substantial cost difference. Can the Government minimize the range to a 5 min difference between the low and high ends?
Yes, the low end is 20 minutes and the high end is 25 minutes.

Q&A #14 What level of interactivity is desired for the Interactive Assessments?
ANSWER: Decision points on providing care correctly.
When pricing CBT, duration and LOI are critical factors to ensure accurate price with minimal risk to both parties.
The difference in price for 1 hour CBT LOI 2 versus LOI 3 can be thousands of dollars. We kindly request for the Government to identify the desired LOI for the CBT content and the assessments.
Level 2 is the desired LOI for the CBT content and the assesments. The factors are to progress in the game/training to learn medical life-savings skills and document changed-behavior.
