Medical Trauma Computer Based Training
QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Example:
1. Does MSC require any updates to the software/website/program after delivery? If so, how does MSC plan on performing updates to the training software?
ANSWER: No.
2. Can MSC confirm that you want two sets of 11 modules, one set for non-medical crew members and one set for CIVMARS? OR, do you envision that the 11 modules would simply work for both audiences??
ANSWER: The 11 modules will support both audiences.
3. Are the assessment criteria different for non-medical crew members and CIVMARS?
ANSWER: No this is the same criteria.
4. Would MSC require or desire any video introductions to be done by a commander/s personally?
ANSWER: No
5. It seems clear that MSC retains IP rights to the finished product. Would the successful contractor retain IP rights to the actual digital content in any way? For instance, could we re-use a video clip or sequence of questions on other training projects
ANSWER: That would be okay.
6. During live/interactive assessments, will the trainee respond to any questions using the software or is the software used only to frame the assessment and as a tool for instructors to perform assessments, scoring and reporting?
ANSWER: It will require the users to have interaction with the software.
7. We are assuming that by ‘stand-alone’ MSC intends to receive a SCORM compliant product.
Can you confirm that SCORM standards are acceptable?
ANSWER: Yes they are acceptable.
8. Are trainees to be given individual user accounts within the training software/website or is this managed by single logon at TWMS?
ANSWER: Managed by both logins.
9. Requirement #4 states "The contractor shall select appropriate content for the Medical Service Officer (MSO) Train the Trainer Program and use a self-study format to gain foundational knowledge.” Should this read, “… select appropriate content FROM the
(MSO)…”?
ANSWER: No, MSC Force Medical will select appropriate content.
10. MSC has iterated that trainees should be able to utilize the program on mobile devices. This denotes that the program should be built using HTML5. However, can MSC please iterate what the minimum browser and operating system standards are, given that trainees could use different computers, operating systems and browsers? Toward that:
- Can you supply the minimum specification requirements for CBT training on PC and
OSX
- We will need
- Minimum Operating system (PC and MAC)
- Minimum browser type and revision (PC and MAC)
- Minimum on board memory (for video playback bitrate)
- helpful would be type of graphic card and monitor
- (smartphones and tablets are covered already as have to be html5)
ANSWER: Microsoft Windows IE 2007-2010 compliant
11. Is there an incumbent related to this contract?
ANSWER: No
12. Does the content exist in some form for the 11 independent modules or will access to an
Subject Matter Expert be provided?
ANSWER: We have the content available electronically and a SME will be provided.
13. Will assets (video, script, animations, PowerPoint slides, etc) be provided by the Navy? If so how much information will be provided for each asset category?
ANSWER: Yes we can provide upon request.
14. What level of interactivity is desired for the Interactive Assessments?
ANSWER: Decision points on providing care correctly.
15. What is the envisioned seat time for the Interactive Assessments
ANSWER: 20-30 minutes each.
