QUESTIONS AND ANSWERS – 2
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1 Specification Item No: 206
Para No: Various Title: Open Main and SSTG Turbines
Question:
1. The Statement of Work does not specify what work is to be accomplished on the
SSTG Turbine. What work is to be accomplished?
2. The abstract paragraph 1.2 calls for open and inspection of the forward bearing.
Which bearing is being referred to as the forward bearing?
3. The following items are identified for open and inspection in the abstract paragraph 1.2, but are not addressed in the Statement of Work: Forward bearing, main reduction gear teeth mesh inspection, main thrust bearing. What are the inspection requirements for these components?
4. The abstract paragraph 1.2 calls for open and inspection of coupling. Is this referring to the HP and LP Turbine to reduction gear flexible couplings addressed in paragraph 7.2?
Answer:
1. The intent of the scope of work is to open and inspect the SSTG as Well as the High and Low pressure turbines. PRGH’s 7.1, 7.2, 7.3, and 7.4 should all have the SSTG listed as well.
2. Forward bearing refers to the “free end” of all three turbines, while the Thrust Bearing is on the coupled end of the turbines.
3. All Couplings including SSTG. All gear teeth in the Reduction Gear, All thrust bearings, including the main, (aft of the Red Gear) See Ref 2.1 And 2.2
4. Couplings: The large shaft coupling from the reduction gear.
Please see upcoming Amendment with revised Work Item 206.
2 Specification Item No: 512
Para. No: 3.2 Title: Wasted Sewage Piping And Valves
Question:
Paragraph 3.2 does not address the fittings required to complete the 400 ft. of piping work. Please clarify.
3.2 Description: should read “CHT Piping and Valves”, not fittings.
When exact locations are marked, then fittings such as elbows and cleanouts will be addressed as a change order / growth work. Note: Many existing pipes now have bent / radius piping instead of 45’s or 90’s.
Some valves are flange type and some are threaded.
Please see upcoming Amendment with revised Work Item 512.
3 Specification Item No: 101 Para. No: 7.1.5 & 7.4 Title: Steel Repairs
Question:
Please provide a quantity of stuffing tubes to be replaced.
7.1.5 Contractor has no way of knowing how man y washes it will take to get readings below 10ug/cm2. After one rewash if readings are not acceptable remediation is needed.
Answer:
WI 102: Contractor to bid on Ten (10) stuffing tubes on weather deck.
Any additional are to be considered as growth work.
WI 101: For estimate, contractor to bid Three (3) full washings of the steel to remove chlorides. If additional washing is required, it will be considered as growth work. After each washing, MSC Paint rep to witness the chloride test, check point.
Please see upcoming Amendment with revised Work Item 101.
4 Specification Item No: 103 Para. No: 7.12 Title: Ballast Tank Inspection, Repairs & Coating
Question:
7.12 – Reference does not exist.
7.12 – Reference 2.6 refers to mechanically clean to SP-11 not SP-3.
7.12.1 – Reference 2.6 refers to two spot coats to prepare surfaces. If a full top coat is required additional surface prep will be needed.
7.12, correct, the reference should state 2.6
7.12 Due to size of the tank, entire tank to be Water Blasted to SP-3, verify chlorides are removed. Expect 25% to be mechanically cleaned, SP-11.
All new steel to be "near white" SP-10.
MSC Paint Rep to determine the areas to meet the 25%. Any additional will require growth work.
7.12.1 Correct, bare metal/steel gets two (2) coats primer, entire tank gets one (1) top coat. Bare metal would receive 3 coats, 2 spot and 1 top.
Please see upcoming Amendment with revised Work Item 103.
5 Specification Item No: 905 Para. No: 7.1.2 & 7.2.1 Title: ICCP & MGPS Inspections

Paragraph 7.1.4 – Paragraph should read 7.2.3 vice 7.2.2
Answer:
Correct, 7.2.1 is a reiterating statement of 7.1.2
7.1.3: The test will tell the Tech Rep if the Anodes and the Reference Cells are working correctly. If replacement or repairs are required, it should be done prior to the capastic coating replacement.

2. Paragraph 7.19 states to adjust and set all valves to ensure that the turbine throttle valves operate correctly from all stations and that the opening and closing times for the valves are set correctly. The main operating station for the throttle valves is electronic. Is this station to be worked by technical marine services per item 0205 – automation system grooming?
1. Yes, renew the Labyrinth Packing in the glands.
2. Yes, WI 205 and 206 go hand in hand. Expecting MI-TECH to make field adjustments (mechanical) initially. After Prime contractor work/repairs and MI-TECH repairs, final Automation adjustments to the Console will have to be verified by Technical Marine Services (TMS).
