COMPETITION

1. Contracting Activity: Department of the Navy, Military Sealift Command (MSC) - Norfolk.

2. Description of the Action Being Approved: This is a justification for work to be provided under Work Items (WI) 201, 202, 203, 204, 206, 401, 402, 403,404, 405, 501, 504, 601, 602, 603, 604, 606, 607, and 612 of the Statement of Work (SOW) for the Mid Term Availability (MTA) of the USNS Grumman (T-AO 195) under RFP N32205-17-R-4001. This Justification is covering only the portion of the acquisition for which an Original Equipment Manufacturer (OEM) Authorized Facility/Manufacturer/Representative is required and the approval level requirements will then only apply to that portion.

3. Description of Supplies/Services: MSC requires OEM authorized technical field service representatives and OEM parts to accomplish the requirements of 201, 202, 203, 204, 206, 401, 402, 403,404, 405, 501, 504, 601, 602, 603, 604, 606, 607, and 612 for the 42 day MTA. The estimated dollar value of the nineteen (19) WIs is $ which will be funded utilizing FY18 Operations & Maintenance funds.

All non-emergent vessel repairs are required to be conducted on the east coast. The basis for the market research was to collect historical information from the ship’s last three

(3) vessel repair availabilities. Purchase Order’s N32205-17-C-4001, N32205-16-C-4001 and N32205-15- C-1001 were the contract numbers identified. In researching this information similarities were discovered in that each of the (3) contracts were procured as a 100% small business set-aside under NAICS: 336611, with a standard business size standard of 1000 employees and that all the identified contracts were awarded as a firm fixed price, type of contract.

9. A Listing of the Sources, if any that Expressed, in writing, an Interest in the Acquisition: A Sources Sought Notification was posted FBO.gov on 07 August 2017. This was conducted in order to identify potential sources that were capable of performing the work identified in the work package. DETYEN Shipyards Inc. of North Charleston, SC, BOSTON Ship Repair of Boston, MA, BAE Systems Repair Inc., of Norfolk, VA, and Offshore Inland, Marine, Oilfield. Pensacola, Fl, all sent responses indicating they were interested and had the resources available to perform the work.
