USNS BIG HORN (T-AO 198) RFP NO: N32205-17-R-4014

REQUEST FOR SPECIFICATION CLARIFICATION

NAME OF CONTRACTOR: DETYENS SHIPYARDS INC.

SPECIFICATION ITEM NO: 201

PARAGRAPH / SECTION NO: Various

TITLE: MAIN ENGINE SPARE PARTS OVERHAUL

QUESTION: Please see the attached question from one of our subcontractors, Fairbanks Morse Engine

Quote

Paragraph 7.1.1 States to assist Ship’s Force with the required work then paragraph 7.1.2 states to have an

OEM Technical Representative and OEM machinists, which should probably be mechanics, perform the work. Which direction do they wish to proceed? It is very different pricing.

Paragraph 7.1.2 also appears to state that the rocker arms are to be removed/installed (I’m assuming) from/to the engine itself. Just want to ensure that is the case. I do not see any other components to be removed from the engine, but paragraph 7.2.7.(d) eludes that the fuel injectors will be installed in the engines. Is that in fact the case? Will they need to be removed as well?

Paragraph 7.6.1 states to provide a tech rep to repair valve cover assemblies as described in paragraph

7.2.1. Paragraph 7.2.1 pertains to fuel injection pumps with no mention of valve cover assemblies.

Additionally, paragraph 7.6.1 is asking for an additional 14 days after the overhaul for dock and sea trials. Does paragraph 7.6.1 supersede paragraph 7.3.1? Do they intend to have a 14 day sea trial?

Unquote.

Please note that it has been our experience in the past that FME will not offer a warranty for any work performed by anyone other than FME mechanics.

ANSWER: Revision A to work item 201 to clarify this work item will be provided in a solicitation amendment to be posted to FBO.
