QUESTIONS AND ANSWERS

03 August 2017 The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1) Please forward the Arleigh Burke class destroyer's Docking plan and Midship section drawings.

ANSWER: I will forward the Docking Drawing to parties with an interest in this requirement when requested. (Waiting for Midship Section drawing)

2) Do the wage determinations apply only to the ship’s crew while in US waters? Do they apply to subcontractors in the US such as tug companies and stevedores?

ANSWER: The Wage Determination is applicable to mariners in U.S. waters; it is not applicable to stevedores and subcontractors.

3) The classified requirement will be discussed if it is applicable to any offers received when the requirement closes.

ANSWER: The classified requirement will be discussed if it is applicable to any offers received when the requirement closes.

4) We are trying to determine how to price our offer. When will the discharge port be declared / determined?

ANSWER: See box 73 of the RFP to answer both questions. See Part X (6)52.212-1 of the RFP. See CALL OUT Instructions of the RFP for when the discharge port will be declared.

5) Are we to provide berthing and victualing for the two days mentioned for these 10? And if so, would these 10 and the eight supercargoes overlap at any time?

ANSWER: The 10 people mentioned in the Summary of Operations will not overlap with the eight Supercargo. The “10” are the load team members consisting of the MSC Rep, IMS, SEA 00C, and HL USNR. The “10” will depart after on-loading. The eight are the supercargo that will make the transit per the contract; they get on 12 hours prior to departure. Once the ship moves to the pier to do sea fastening the “10” gets off.

Remaining Questions will be answered once N103B receives a response.
