1. ABSTRACT

This item describes technical services required to conduct the annual inspection and testing of the Emergency Diesel Generator (EDG) along with engine demonstration during the Annual inspection and testing.

2. Caterpillar Model 3516B, High Displacement Marine Auxiliary Engine, 16-cylinder 60 Vee-16, Electronic Fuel Injectors, 900-1800 RPM.

4. Email ship access requests on Company letterhead to the Port Engineer listed in Paragraph 5.3.

3. The following information is required:

3. To gain access to vessel, Contractors must submit an EPIC request to MSC.SSUSD.EPIC@navy.mil.

3. For base access the Contractor must possess a RAPIDGATE pass. www.RAPIDGATE.com P: (877) 727-4342.

4. This ship contains High Voltage (HV) electrical systems. The Contractor and Subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a Contractor or Subcontractor approach, work on, or enter a High Voltage area without proper authorization.

4. THE USNS CHARLES DREW ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM.

1. QUALITY ASSURANCE REQUIREMENTS: None Additional

1. STATEMENT OF WORK REQUIRED

6. Provide the services of an Authorized Original Equipment Manufacturer (OEM) Technical Representative, experienced with Caterpillar 3516B series engines installed onboard vessels of the T-AKE Class.

6. Annual Inspections and Testing

1. The Technical Representative shall:

0. Perform a two (2) hour preliminary operational test of the Emergency Diesel Generator.

0. Test all engine safety shutdowns and make minor adjustments when necessary.

0. Verify the alignment of the installed coupling.

0. Conduct Ship’s Force training on the proper use of the laptop computer to evaluate engine performance and testing of the engine safeties and shutdowns in accordance with the ABS Annual Automation Test Procedure.

0. Upon completion of the EDG servicing and training, perform a final two (2) hour load test on the EDG in the presence of the Port Engineer, Chief Engineer and ABS Surveyor. Ship’s machinery will be utilized to create the load for the EDG. Monitor all safeties and bearing temperatures during the operational test.

0. The Contractor shall perform all necessary safety shutdowns as required by the local ABS Surveyor in order to satisfy the required Annual Inspection of the equipment.

0. Provide a final report to the Chief Engineer and Port Engineer in electronic PDF format with all recorded data, conditions found, adjustments performed, and testing procedures within fourteen (14) days of all completed work.

6. SMART Inspection Testing

2. The Technical Representative shall:

0. Provide support to the Ship’s Crew for Annual Inspection. Support will include oversight and testing of EDG safeties and shutdowns required to demonstrate to ABS/USCG for safe operation of the EDG.

0. Provide engine computerized control adjustments if required and make necessary adjustments to the engine control system prior to the inspection.

0. Assist in expediting any emergent material that may be needed to support the scheduled underway operations.

0. Provide operational assistance prior to the underway period.

0. Provide other necessary services related to the EDG operation during the Annual inspection.

6. Any additional work that may be required outside of this statement of work shall be submitted via Condition Report to the Port Engineer.
