QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Please provide the number of Task Orders awarded and the total dollar value for each of the previous awardee contractors. This information will provide offerors with an idea of the volume we may be handling.
ANSWER: There were an estimated total of 160 task orders on the previous IDIQ Gauge Calibration with an estimated value of $4.5 million. Ninety-eight percent of the task orders/delivery orders were below the Simplified Acquisition Threshold of $150,000.00.
1. For the Material and Travel CLINs (0019, 0020 and subsequent options), it is our understanding that the Government does not want pricing for these CLINs. Please confirm or clarify.
ANSWER: The Government does not want pricing for these CLINs.
1. Page 50, para. 5 under the BACKGROUND heading – We called the number provided and was told that (a) the POC listed, Michael O’Brien, has not worked there in over 2 years and (b) they didn’t understand why this particular paragraph made it into the solicitation. Will this requirement be removed? Or will a new POC be assigned that can help the offerors with this requirement?
ANSWER: This requirement will be removed from the solicitation.
1. The Labor CLINs, 0015 through 0018 and subsequent options, do not have anything for Quantity or Unit. Is the Government looking for an hourly rate; Quantity of 1 and Unit of Hour?
ANSWER: The Government is looking for your hourly rates. The best way to do this is to provide your published labor rate sheet.
1. Section 13, pg. 52 – Please provide examples of what documents, codes, information, etc. the Government is referring to.
ANSWER: This requirement will be removed from the solicitation.
1. Sections 14 and 15 CLINs 0001 through 0004, pgs. 52 and 53 gives much more detail of work to be performed than the “Calibrate/Recalibrate” description in the CLINs themselves. Please clarify if offerors are to price IAW the detailed work in Sections 14 and 15 or to “Calibrate/Recalibrate” only.
ANSWER: Sections 14 and 15 will be revised (see attached Changes pages).
1. CD-ROM’s – It is our understanding that 2 CD-ROMs are to be submitted; One with just the Technical proposal and the other with the Past Performance and Price proposals. Please confirm or clarify.
ANSWER: This is correct.
1. On page 62, Volume III: Business/Price Proposal it states “Offeror’s representations and certifications, i.e. reps and certs, shall be included in the price proposal. Offerors are encouraged to register their representations and certifications online at https://orca.bpn.gov/login.aspx and provide confirmation in the price proposal of the registration, as opposed to providing a hard copy of the reps and certs.”
7. Since ORCA no longer exists, will the current SAM registration suffice?
7. If offerors SAM registration is current and accurate, is it still necessary to complete 52.212-3 Offeror Representations and Certifications—Commercial Items (MAR 2015) Alternate I (OCT 2014) that starts on page 75 and ends on page 89?
ANSWER:
a. Yes. A current SAM Registration will suffice.
b. The offeror shall complete only paragraphs (b) of this provision (52.212-3) if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
1. The Service Contract Labor Standards FAR clause has been incorporated but no wage determinations have been listed. Which Wage Determination schedules will be utilized and will they be added to the portal?
ANSWER: The applicable Wage Determination for CONUS location will be included in each task order.
1. Pg 51 Background; High Voltage Safety Training – Will training that meets the requirements of OSHA 1910.269 or EFPA 70E High Voltage Safety Training be considered “an equivalent” High Voltage Safety Training?
ANSWER: This section will be revised to permit “equivalent” means of satisfying high voltage training.
1. Pg 54 CLINs 0001 through 0004 paragraphs 14.4.1 and 15.5.1 – “remove existing and install new components where missing or defective”. Are these “components” identified as the a) miscellaneous hardware and bushings or b) replacement gauges/ meters/ probes to be charged under CLIN 0012 through 0014?
ANSWER: Sections 14 and 15 will be revised.
1. Pg 54 CLIN 0010 paragraph 21 Oxygen Generating Plant Gauges & Thermometers; repair and certify calibration. With regard to CLIN pricing, are you asking for pricing per gauge / thermometer or for entire O2N2 system?
ANSWER: CLIN pricing is for price per gauge/thermometer.
1. Pg 51 References (d) – Military Sealift Command, Government Operations Safety Management System, Procedure 10.5-001-A11, Titles “Gage, Meter, and Test Equipment Calibration Requirements”. Can you please provide an updated copy of referenced procedure 10.5-001-A11?
ANSWER: A copy of this instruction will be email to potential awardee per request.
1. Pg 52 paragraph 5 – To whom does the contractor submit the DD Form 254?
ANSWER: The contractor will submit DD form 254 to the Contract Specialist prior to issuance of a task order that requires access to a classified space.
1. Would like to add some insight about the wording of a couple CLINs write ups which lead to some questionable identifications of Class II and Class III replacements:
1. CLIN 0013 “CLASS II REPLACEMENT” Due to the large cost differences PSI/Compound and PSID pressure gauges:
0. Recommend removing PSID from this class and replace it with PSI & Compound. Move PSID to CLASS III Replacement. This would significantly lower the cost of this CLIN per line.
ANSWER: PSID gauges will be moved to CLIN 14
1. CLIN 0014 “CLASS III REPLACEMENT” Due to the large cost differences between Switch Board Meters (Couple of hundred dollars each) and Duplex Diaphragm Seal Gauges (Close to $1000 each):
· Recommend removing Duplex Diaphragm Seal Gauges from CLASS III and make their own CLIN Replacement.
· Recommend adding differential (PSID) gauges to this CLIN. This would significantly lower the overall cost of this CLIN per line.
ANSWER: PSID gauges will be added to CLIN14. Duplex Diaphragm Seal Gauges will remain as part of this CLIN.
