About this file
This is a Justification and Approval (J&A) document for the use of other than full and open competition in federal contracting. The Department of the Navy, Military Sealift Command (MSC) Norfolk is seeking to award a purchase order on a brand name, limited source basis to Boll & Kirch, the original equipment manufacturer, for two automatic lube oil filters (part number 6.64.07 DN250) in support of the USNS PATUXENT (T-AO 201). The estimated dollar value is redacted and will be funded using fiscal 2026 Operations and Maintenance, Navy (O&M, N) funds.
MSC justifies this non-competitive award under 10 U.S.C. 3204(a)(1) based on brand name requirements, citing the need for direct replacement parts that maintain fleet configuration baseline per COMSCINST 4790.3. A Sources Sought Notice was posted to the Government Point of Entry on April 3, 2026, with a response due date of April 15, 2026, resulting in one response from a small business. The Government intends to post a combined synopsis/solicitation with this justification and award a firm-fixed-price purchase order upon receipt of the lowest priced technically acceptable quote. The Contracting Officer has determined the anticipated cost will be fair and reasonable. MSC indicated no current plans to open future competition to non-OEM suppliers for these types of parts but will reassess if alternative sources emerge.
