Solicitation N01CN25001-26 Amendment #2 – Questions and Responses

Preclinical In Vitro and In Vivo Agent Development Assays

1. Article B. 3 Provisions Applicable to Direct Costs allows for the budgets to include costs associated with conferences & meetings, food for meals, light refreshments & beverages. However, article H.24 and Section L Part 16; disallow funds being used for meals, light refreshments and beverages. Could this be clarified?

The clause in Article B.3 is a standard clause related to the requirement for prior approval to use contract funds for any of the items included in the clause. The H and L clauses are newer and are focused on the conduct of conferences.

No contract funds in the resultant awards from this solicitation will be used for food of any kind. This is in compliance with the Department of Health and Human Services (DHHS) commitment to efficient spending and to act in a fiscally responsible manner by minimizing administrative costs to perform mission critical functions in the most efficient, cost effective way. (For additional information, see HHS Policy for additional information at: http://www.hhs.gov/asfr/ogapa/acquisition/appfundspol_att2.html.

2. Article H.4 and Section L, Part C.5 indicate that the Salary Rate Limitation for this proposal is Executive Level I; we wanted to confirm that this is accurate as the public law referenced in the RFP indicates it should be Executive Level II.

P.L. 112-74, as specified in the RFP (Section H.4 & Section L), mandates that the salary rate limitation is reduced to the Executive Level I (which is currently $179,700).

See http://www.opm.gov/oca/11tables/indexSES.asp

3. It is contemplated that an ID/IQ contract will be issued in response to this proposal, with individual task orders proposals being requested and awarded at a later time. Are proposals expected to include a plan on how the different task orders would work and a resulting contract would be incrementally funded towards the $9.9M cap? In the same vein, is it expected that any awarded contracts will not include any funding? Since funding will only be guaranteed through competition via the individual task orders.

At this time, budgets are being requested for the three sample task orders. Please see

Attachment 15 (Additional Business Proposal Instructions). It is correct that there is only a minimum amount of funds guaranteed for each contract award and that additional funding will be provided through competition via the individual Task Order (Please reference Article B.2. Price/Costs).

4. Is there a page limit to the business proposal?

No page limit to the business proposal
