REQUEST FOR PROPOSAL NUMBER: N01CN05014-69

Amendment No.: 1

Date of Issuance: April 21, 2011

The above numbered Request For Proposal (RFP) is amended as set forth below. The hour and date specified for receipt of Offerors remains unchanged: July 25, 2011 at 3:00PM local time.

Offerors MUST acknowledge receipt of the amendment prior to the hour and the date specified in the solicitation or as amended, by separate letter, telegram, or Electronic Mail which includes a reference to the RFP and Amendment number(s). For your convenience, the Proposal Intent Response Form is provided in SECTION J - List of Attachments of this RFP, for this purpose.

FAILURE OF YOUR ACKNOWLEDGMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERORS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER.

This Amendment revises the RFP as stated below:

1. The Pre-Proposal Conference, described on pages 44-45 of the RFP is revised to include the following:

a. The location of the conference is changed from Conference Room J to Conference Room G at 6130 Executive Boulevard, Rockville, Maryland 20852. The date and time are unchanged.

b. The teleconference call in line is 800-779-0375, Passcode: 11417

c. All participants of the Pre-Proposal conference should have a copy of the RFP with them during the conference for their reference. Please confirm your intent to participate in the Pre-Proposal conference by replying to perryd@mail.nih.gov no later than Monday, April 25, 2011 at 3:00PM Eastern time.

Indicate whether you will attend in-person or by teleconference.

d. Time permitting, questions not received by April 20, 2011 may be proposed by conference participants during the Pre-Proposal conference. Participants on the teleconference line may email their questions during the conference to perryd@mail.nih.gov.

2. Attachment 1, Packaging and Delivery is revised for the U.S. Postal Service address for the Business Proposal submission and is attached to this amendment.

3. Invention Reporting Requirment is added to this RFP.

ARTICLE C.3. INVENTION REPORTING REQUIREMENT

All reports and documentation required by FAR Clause 52.227-11, Patent Rights-Ownership by the Contractor including, but not limited to, the invention disclosure report, the confirmatory license, and the Government support certification, shall be directed to the Division of Extramural Inventions and Technology Resources (DEITR), OPERA, OER, NIH, 6705 Rockledge Drive, Suite 310, MSC 7980, Bethesda, Maryland 20892-7980 (Telephone: 301-435-1986). In addition, one copy of an annual utilization report, and a copy of the final invention statement, shall be submitted to the Contracting Officer. The final invention statement (see FAR 27.303(b)(2)(ii)) shall be submitted to the Contracting Officer on the expiration date of the contract.

The annual utilization report shall be submitted in accordance with the DELIVERIES Article in SECTION F of this contract (to be added upon award). The final invention statement (see FAR 27.303(b)(2)(ii)) shall be submitted on the expiration date of the contract. All reports shall be sent to the following address:

If no invention is disclosed or no activity has occurred on a previously disclosed invention during the applicable reporting period, a negative report shall be submitted to the Contracting Officer at the address listed above.

To assist contractors in complying with invention reporting requirements of the clause, the NIH has developed "Interagency Edison," an electronic invention reporting system. Use of Interagency Edison is encouraged as it streamlines the reporting process and greatly reduces paperwork. Access to the system is through a secure interactive Web site to ensure that all information submitted is protected. Interagency Edison and information relating to the capabilities of the system can be obtained from the Web ( http:// www.iedison.gov ), or by contacting the Extramural Inventions and Technology Resources Branch, OPERA, NIH.
