About this file

This document is an Amendment 01 to a Combined Synopsis-Solicitation (N0060426Q4067) that posts vendor Questions & Answers clarifications. The solicitation closes at 3:30 p.m. Hawaii Standard Time on Friday, 17 July 2026.

This is a follow-on contract for parachute jump training services previously performed under contract N0024424P0126 by incumbent Perris Valley Aviation Services, Inc. (CAGE 1USD5/UEI ZE9CSMKJ2NJ3). The contract requires eight calendar days of annual services distributed as four separate training blocks throughout a 12-month base period, with two 12-month option periods. Each training block consists of two consecutive days of jump operations, utilizing aircraft and pilot services for four hours per day. The number of training iterations (jump lifts) varies based on student enrollment but will maximize utilization of available flight hours. The clarification addresses the Performance Work Statement Section 7.1 period of performance requirements and Section 3.4 training specifications.

Text version

Combined Synopsis-Solicitation N0060426Q4067 Amendment 01 Closes 3:30pm Hawaii Standard Time on Friday, 17 July 2026.

The purpose of Amendment 01 is to post vendor Questions & Answers (Q&A).

Question Answer

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

1. This is a follow-on requirement for same/similar services. The previous contract number is N0024424P0126 and the incumbent was Perris Valley Aviation Services, Inc. (CAGE

1USD5/UEI ZE9CSMKJ2NJ3).

2. Regarding PWS Section 7.1, "Period of Performance: The Contractor shall provide services for a total of eight (8) calendar days that will occur annually throughout a 12-month base period and two (2) 12-month option periods," can you tell me how many training iterations will be scheduled over the 8 calendar days?

2. Per PWS Section 3.4 and additional clarification from the end user: The 8 calendar days will be split up into 4 different training evolutions/blocks over the course of the year, consisting of two consecutive days of jump operations. The time utilizing the aircraft and pilot for those days will total 4 hours each day. The amount of training iterations (jump lifts) for each day will vary depending on how many students we have signed up for that day. However, we will always try to maximize the total use of those hours each day.
