By submission of a quote, the contractor is affirmatively stating they take no exceptions to the Performance Work Statement (PWS) or any of the terms of the solicitation.
Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation is deemed technically acceptable and will be most advantageous to the Government, considering price fair and reasonableness.
Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.
However, the perceived benefits of the higher priced quotation must merit the additional price.
Evaluation:
1. Technical will be rated on an acceptable or unacceptable basis. A quote is technically acceptable if the quote addresses the solicitation requirements and demonstrates good probability of success in meeting the performance objectives. A quote is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the performance objectives.
2. The Quoter’s price submission will be reviewed for mathematical correctness, making sure that all prices are summarized correctly to ensure completeness and accuracy. The total evaluated price will be calculated by adding the totals of the base year and option years.

When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely based on a lack of relevant performance history.
Questions: All questions must be submitted to Ms. Rachel Tamashiro via e-mail at rachel.m.tamashiro.civ@us.navy.mil, no later than 1:00 PM (1300 hours) Hawaii Standard Time (HST) on Wednesday, 15 July 2026. Questions and answers (Q&A) will be posted via an amendment following the Q&A closing time.
