About this file
This file is an amendment containing questions and answers submitted by prospective vendors in response to RFQ# N0060426Q4044, a federal contract opportunity for facility maintenance services.
The Q&A document addresses five key vendor inquiries regarding solicitation requirements and pricing scenarios. Question 1 requests removal of paper towel requirements from the Statement of Work (SOW), and Question 2 seeks revision of maintenance frequency from 3-4 times per week to 3 times per week; both were denied with reference to the Basis of Award clause stating quoters acknowledge taking no exceptions to the solicitation or SOW. Question 3 addresses the timing for SECNAV 5512 form submissions for base access clearance, with the answer directing selected awardees to coordinate with the Technical Point of Contact listed in the SOW. Question 4 clarifies that for Scenario A pricing, vendors should submit a combined total for two segmented intervals rather than separate totals. Question 5 addresses Scenario B, which involves leaving all units onsite during an 8 July to 26 July 2026 service gap without additional delivery or pick-up charges, with the answer referencing the solicitation's POP section stating servicing is not required during that period and directing vendors to provide pricing for both scenarios. The document indicates the Period of Performance (POP) includes defined intervals with a gap period where service cessation is anticipated, and the Government is seeking the most cost-effective solution through competitive scenario-based pricing.

AMENDMENT 01
Questions Submitted to Solicitation RFQ# N0060426Q4044 – w/Responses
Questions submitted by prospective vendor(s):
1. Section 2.0 and section 3.3 lists paper towels as a requirement. Unfortunately, we do not provide paper towels with our services, only toilet paper and soap. Can we please have that requirement removed from the
SOW?
Answer: Please refer to Basis of Award section; “By providing a quote, Quoter acknowledges they take no exceptions to the solicitation, SOW or any instructions contained therein.”
2. Section 3.2 describes regular maintenance as 3-4 times per week. The most we are able to accommodate would be 3 times per week service. Are we able to revise the wording in the section to reflect only 3 times per week service?
Answer: Please refer to Basis of Award section; “By providing a quote, Quoter acknowledges they take no exceptions to the solicitation, SOW or any instructions contained therein.”
3. Regarding Section 7.0, are we able to submit our SECNAV 5512 Forms to you now? Our current passes will expire soon and I have not heard back from our current sponsors on the status of the applications I submitted to them. I just want to make sure we can submit this as soon as possible to ensure we have base access to fulfill this request when the POP comes around.
Answer: If selected as the awardee to solicitation N0060426Q4044, must coordinate with the Technical
Point of Contact listed in the SOW.
4. For Scenario A, should our quote reflect 2 separate totals for the 2 segmented intervals or should it be a combined total for the 2 intervals?
Answer: Combined total for the 2 intervals.
5. For Scenario B, I just wanted to make sure that I am understanding this correctly. This will be a quote to leave all units onsite during the gap of 8 JUL - 26 JUL without service so that there would be no additional delivery/pick-up charges incurred like there would be in Scenario A, is that correct? In this scenario, we would do the final "service" for the first interval on its end date 7 JUL to remove the waste and lock all units and do the first "service" for the last interval on the start date 27 JUL to refill all units. This way, there will not be an additional delivery or pick-up during the POP.
Answer: In accordance with the solicitation, POP section states “servicing of units will not be required from 08 July to 26 July 2026” and “the Government seeks the most cost-effective solution for the defined
POP. Vendors are instructed to provide pricing for scenario A and B.”
