PERFORMANCE WORK STATEMENT (PWS)
ELECTRONIC TEST EQUIPMENT CALIBRATION SERVICES
1.0 BACKGROUND
1.1 Commander Submarine Force is seeking a contractor to provide calibration services for electronic test equipment with a calibration minimum of level one (1) calibration standards.
2.0 SCOPE/OBJECTIVE
2.1 Submarine Surveillance Equipment Program (SSEP) (ESM) requires calibration services to calibrate electronic test equipment to maintain unhindered operations of certifying Navy systems on board specific platforms.
3.0 PERFORMANCE REQUIREMENTS
3.1 The Contractor shall:
3.1.1 Repair and calibrate certification equipment in accordance with SSEP standard of acceptance criteria for use, in accordance with certification procedure
(NUWC-NPT-3495-TM-GC-10-1191).
3.1.2 Calibrate test equipment.
3.1.3 Take care in handling the equipment to the minimum extent necessary for completing calibration.
3.1.4 Re-attach or bag, label and secure to the equipment it was moved from; any equipment components/parts removed.
3.1.5 Provide protection to prevent damage to units while moving, palletizing and transporting.
3.1.6 Be responsible for all cost associated with packaging the equipment and returning the equipment to the Government..
3.1.7 Accomplish the following work phases:
a. Acknowledge receipt of equipment via written notification.
b. Assessment of equipment condition via written notification.
c. Conduct standard Z540-1 calibration.
3.2 The Government will be responsible for all costs associated with packing equipment and sending the equipment to the Contractor.
3.3 PERIOD OF PERFORMANCE:
3.3.1 The Period of Performance will be 30 April 2018 through 29 April 2019.
3.3.2 All equipment will be staggered throughout the 12 month period and will not be due at the same time. Each piece of equipment on the Equipment List will require at least one (1) repair and calibration service.

4.0 QUALITY ASSURANCE
4.1 The Contractor is responsible for implementing and maintaining a Quality Control Plan (QCP) that identifies and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance and a copy of QCP shall be provided to the TPOC prior to contract performance upon request.
4.1.1 The QCP shall outline the Contractor’s plan to ensure the quality of deliverables to the Government as outlined in this PWS. The QCP shall address what will be reviewed and shall outline actions to be taken by the Contractor, should the review(s) identify areas requiring remedial action.
4.1.2 The Contractor shall keep records of any inspections and corrective actions taken, as outlined in the QCP and shall make such records available to the TPOC upon request.
4.2 Periodic Progress Meetings: The TPOC and/or other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance.
At these meetings the TPOC will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
5.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
5.1 GENERAL: The Government will not provide any material, services, equipment or facilities to the Contractor.
5.2 UTILITIES: None provided.
5.3 RECORDS, DOCUMENTS AND WORK PAPERS: The Government TPOC will retain all documents used to record all transactions.
6.0 CONTRACTOR QUALIFICATIONS/REQUIREMENTS
6.1 The Contractor shall furnish sufficient experienced personnel to perform all work specified within this PWS. All work performed shall be in accordance with applicable Federal, State, and OSHA regulations and guidelines.
6.2 Security Requirements: This contract does not require a security clearance level and clearance granted by the Defense Security Service (DSS).

10. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION
(ECMRA)
10.1 The Contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Commander Submarine Force US Pacific Fleet via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
W, Lease/Rental of Equipment;
X, Lease/Rental of Facilities;
Y, Construction of Structures and Facilities;
S, Utilities ONLY;
V, Freight and Shipping ONLY
11.2 The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
