About this file
This document is a staffing plan for a Contractor Maintenance Support (CMS) contract outlining the required personnel structure for aircraft maintenance operations. The contract requires a total of 75 full-time equivalent (FTE) positions distributed across day shift (45 FTEs) and night shift (30 FTEs).
The staffing structure is organized into six functional areas: Management Section (1 Site Manager and 1 Quality Manager); Quality Assurance (6 quality representatives across flight line, airframes, avionics, and ordnance/flight equipment specialties, plus 1 system administrator and 1 records technician); Maintenance Control (1 maintenance manager, 1 material coordinator, 2 maintenance controllers, 1 supply technician, and 2 maintenance administration personnel); HAZMAT/Tool Room/Support Equipment (1 manager, 1 support equipment technician, 1 HAZMAT coordinator, and 2-3 tool crib attendants); Flight Line (1 supervisor, 2 Aircraft Mechanic III positions, 3 Aircraft Mechanic II positions, 3 Aircraft Mechanic I positions, and 2 aircraft workers); Avionics (1 supervisor, 1 Avionics Technician III, 2 Avionics Technician II, and 3 Avionics Technician I positions); Airframes (1 supervisor, 1 Airframes Mechanic III, and 3 Airframes Mechanic II positions); and Flight Equipment (2 Flight Equipment/ALSE Mechanic II positions). Additionally, the contractor must satisfy three collateral duty qualifications—Aviation Ordnance Mechanic II, Technical Directive (TD) Coordinator, and Helicopter Cargo Load Technician—to be performed by otherwise identified personnel rather than as dedicated full-time positions, as the Government anticipates recurring but insufficient workload for standalone positions.

*Note: The Government intends for all three referenced qualifications to be satisfied as collateral duties performed by otherwise identified positions within the contractor’s staffing structure, rather than as dedicated full-time labor categories. Although the Government anticipates a recurring need for the responsibilities associated with these labor categories, the expected workload is not sufficient to support full-time positions. Accordingly, these qualifications are required to be represented collectively across the CMS team in some manner.
