About this file
This document is a Statement of Work (SOW) for the Radar Cross Section Range Relevance (RCSRR) Project, a Central Test & Evaluation Investment Program (CTEIP) Joint Improvement and Modernization (JIM) project managed by the U.S. Air Force with Navy participation. The project focuses on upgrading the Advanced Dynamic Aircraft Measurement System (ADAMS-3), which assesses combat survivability characteristics for various manned and unmanned aircraft, including F-35, F-22, F/A-18, F-16, and multiple unmanned platforms like MQ-9 Reaper and MQ-25A Stingray.
The specific procurement is for five Qt 6 IDE licenses for one year, renewed for the Naval Air Station (NAVAIR) for five individual users, with a performance period from April 29, 2025 to April 29, 2026. The solicitation is a sole-source acquisition under NAICS code 511210, set aside for small businesses, with a firm fixed-price contract anticipated. The Qt software is critical for the project due to improved shared memory management and cross-platform flexibility supporting Windows and Red Hat operating systems. Quotes are due by 1:00 PM Eastern Time on March 23, 2025, to be submitted to the purchasing agent via email, with payment terms of NET 30 and delivery to the Naval Air Warfare Center Aircraft Division at Patuxent River, MD.

FY25 Qt Software Licenses
Background The Radar Cross Section Range Relevance (RCSRR) Project is a Central Test & Evaluation Investment Program (CTEIP) Joint Improvement and Modernization (JIM) project managed by the U.S. Air Force, with the Navy as a principle participant. The Atlantic Test Range (ATR) has been selected to represent the Navy’s effort in this joint project in two functional areas: RCS Range Relevance and Waveform Improvement. As an in-house design, development, and integration project involving a system-of-systems comprised of eight radar systems, specialized data storage servers are needed to support testing, evaluating, and optimizing sustained high-throughput data handling subsystems. This project will upgrade to the third generation of Advanced Dynamic Aircraft Measurement System (ADAMS-3), which is reliant upon utilizing state-of-the-art commercial off-the-shelf Information Technology (IT) subsystems and components. ADAMS is currently undergoing a $21M Central Test & Evaluation Investment (CTEIP) funded generational upgrade. ADAMS currently upgrading it hardware for the upcoming software upgrade.
Scope The third generation ADAMS is designed to support pre- and post-deployment assessments of manned and unmanned combat and combat support aircrafts and associated weapons systems. Combat survivability characteristics of aircraft from all DoD services are assessed by ADAMS. Front-line combat aircraft systems serviced by ADAMS include F-35 Lightning II, F-22 Raptor, F/A-18 C/D/E/F Hornet, and F-16 Fighting Falcon while combat support programs include MQ-1B Predator, MQ-9 Reaper, MQ-4C Triton, MQ-8B, MQ-8C Fire Scout, RQ-2A Pioneer, and MQ-25A Stingray.
The Qt 6 IDE is critical because of the improved shared memory management for the high data rates and large data volumes that the ADAMS3 system will need. The Qt 6 software will also provide cross platform flexibility to support both Windows and Red Hat operating systems.
Objectives/Tasks The objective of this contract is to purchase five Qt 6 licenses with the improved shared memory management. For ATR, this software purchase increases and adds capabilities to the ADAMS-3 project by providing a key component of the software necessary to meet the project’s MOPs, KSAs, and KPPs. As a test range, ATR is increasing its capabilities to support DoD missions across branches and becoming a stronger asset to the Navy at Pax River.
