About this file
This is a Brand Name Mandatory Justification document for the procurement of Lexmark International, Inc. all-in-one laser printers by the Naval Air Warfare Center Aircraft Division Webster Outlying Field Special Communications Mission Solutions Division.
The printers will support the National Guard Bureau's modernization of Tactical Operations Center and Analytical Laboratory System Civil Support Teams platforms. Paragon One Group LLC is the proposed vendor, though six other authorized distributors are identified. The justification explains that Lexmark printers are required due to interoperability requirements with existing NGB communication systems used for WMD and CBRNE incident response. Using alternate printers would result in $130K in duplicative costs and a 10-month schedule delay. The required delivery date is June 30, 2025, with an award requested by May 30, 2025. The document is signed by Christopher Herod (Branch Head) and approved by the Contracting Officer.

2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?
The requested Lexmark International, Inc. brand name all-in-one laser printers are required to meet a unique combination of requirements for interoperability and commonality within the existing NGB communication systems. The existing NGB communication systems were established as part of the Weapons of Mass Destruction
(WMD) CSTs that form the domestic homeland response unit specializing in WMD incidents and other Chemical, Biological, Radiological, and Nuclear, or high yield explosive (CBRNE) events detection and response missions. The communication systems must be compatible with one another and interface with first responders, military tactical components, law enforcement, and other Department of Defense entities.
Additionally, Lexmark International, Inc. brand name all-in-one laser printers are listed in the Authority to Operate, issued 2023.
The requested Lexmark International, Inc. brand name all-in-one laser printers are approved for use within the Unified Command Suite Program of Record systems and will be installed in Mobile Command, Control, Communications, and Computers systems deployed in every state and territory; therefore, all units are required to be uniform across the project. The requested Lexmark International, Inc. brand name all-in-one laser printers are the only printers that will maintain the Government’s interoperability and commonality requirements, ensuring the TOC and ALS CSTs missions are met.
3. Was a market search or other informal survey conducted? Describe your search or survey?
Market research was conducted for the required Lexmark International, Inc. brand name all-in-one laser printers through Public Logistics (PUB LOG) Federal Logistics
Information Systems (FLIS), the General Services Administration (GSA), and internet searches. A search of the part numbers through the PUB LOG FLIS tool yielded results for a National Stock Number; however, no stock was available. GSA Advantage was searched by the requested part numbers and yielded various results including Westend
Enterprises Unlimited Inc and A&T Marketing Inc, which provided budgetary pricing and met the requirements for the NGB. Lexmark International, Inc. was contacted and provided vendors such as Paragon One Group LLC, Diltex Inc., Pine + Plug LLC., and
IGOV Technologies Inc., which all provided budgetary pricing. Paragon One Group
LLC provided the most advantageous pricing and is a women owned small business per the System for Award Management.
A Google internet search was conducted for "Laser Printer" and identified Pannier Corp, Brother International Corporation, Xerox Corporation, Ricoh USA Inc, Canon USA Inc, and HP Development Company LP; however, only Lexmark International, Inc. meets the interoperability and commonality requirements for the NGB.
4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made?
If alternate all-in-one laser printers are selected, the Government is estimated to incur
$130K in duplicative costs not expected to be recovered through competition. The duplicative costs include costs for re-engineering ($64K), procurement of additional new hardware to meet interoperability requirements and provide commonality within the entire fleet ($2K), and testing ($64K). The use of alternate all-in-one laser printers will result in a schedule delay of 10 months. This delay includes two months for re-engineering, six months for procurement of additional new hardware to meet interoperability requirements and provide commonality within the entire fleet, and two months for testing. Failure to procure the requested Lexmark International, Inc. brand name all-in-one laser printers will result in CSTs losing situational awareness in the field, leading to potential loss of life.
5. Provide the date by which the supplies or services must be delivered. How was this date determined?
In order to meet the system sustainment deadlines, the required delivery date is 30 June
2025. This deadline is based upon the NGB system schedule; therefore, it is requested that this procurement is awarded no later than 30 May 2025.
6. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?
The SCMS Division will continue to research the marketplace for technological advancements.
