About this file
This document is a Statement of Work (SOW) for a Linux Cluster System required by the Naval Air Warfare Center - Aircraft Division (NAWCAD), Radar and Computational Electromagnetics Modeling (RACEMM) Laboratory. The Linux Cluster System must be STIG-compliant and consist of a Head Node and multiple Compute Nodes with specific hardware requirements, including AMD EPYC processors, large storage capacity, and high RAM. The contractor must provide the Linux Cluster System with a 5-year maintenance agreement, shipping, and onsite setup and installation. The period of performance is 5 years from contract award. This SOW is related to a pre-solicitation for a Firm-Fixed-Price contract, under which the government will purchase the Linux Cluster System to support classified computational modeling up to the Secret level for antennas and RF systems on naval platforms.

Statement of Work
1.0 SCOPE
NAWCAD AC13000, Radar and Antenna Systems Engineering Division, Radar and Computational Electromagnetics Modeling (RACEMM) Laboratory possesses a state-of-the-art facility providing detailed Modeling and Simulation (M&S) services for antennas and Radio Frequency (RF) Systems onboard Naval platforms.
2.0 BACKGROUND
RACEMM performs specialized computational electromagnetics (CEM) modeling that requires state-of-the-art computational facilities/platforms to accomplish such tasks. With many systems onboard platforms requiring M&S to be performed at the Secret level, RACEMM would come up short on providing such services unless it acquires a dedicated Linux Cluster to tackle such highly complex problems.
3.0 REQUIREMENTS
The vendor shall provide the following systems and services:
· Rack configuration solution.
· System must have Security Technical Implementation Guide (STIG) applied to it during the build process.
· Linux Central Processing Unit/Graphical Processing Unit (CPU/GPU) computational Cluster shall consist of one Head Node (HN) and multiple Compute Nodes (CN).
· HN must possess the following properties:
· Dual AMD EPYC Genoa 9124 processors.
· ≥ 80 TB HDD space.
· Minimum of 1.5 TB RAM.
· Minimum of 240 GB SSD.
· Maximum cache on processors.
· ≥ 4k capable graphics card compatible with monitor below.
· Each CN (minimum of 4 is required) must possess the following properties:
· Dual AMD EPYC Genoa 9754 128-Core processors.
· Minimum of 768 GB RAM.
· Slot preparation for future addition of GPU cards onto all compute nodes.
· ≥ 16 TB HDD space per node.
· One minimum 30-inch HDMI 4k monitor.
· One USB wired keyboard.
· One USB wired mouse.
· UPS for system, but at least for the head node.
· Cluster Management Utility (CMU) software.
· Message Passing Interface (MPI) enabling software.
· Five-year service maintenance agreement.
· Shipping and onsite setup of Linux Cluster.
· NOTE: The Navy will purchase red Hat Enterprise Linux OS software separately from its one and only approved government vendor. Shipping and onsite setup/installation are required and must include Linux software installation.
4.0 DELIVERABLES
Contractor shall deliver a STIG’ed Linux Cluster System (specified in the Requirements Section above) to: NAVAIR, Bldg 2187 Rm 3121, 48110 Shaw Rd, Patuxent River, MD 20670-1906. Delivery date is based on days after award of contract (DAC). All products to be delivered as a result of the service actions shall be licensed for the contract period and allow the ability to receive technical support and any hardware repairs and software upgrades within the contract period.
