# Question Answer
Section C, SOW, page 14, paragraph 3.1.2.1.2(b), and Table 3.1.2.1.2.1 – The table in paragraph 3.1.2.1.2.1 requires the contractor to provide a 10,122 sq ft. industrial space support facility within 50 driving miles of Norfolk Naval Air Station to support the ATC&LS Division. Additionally, Section B.1 and the Attachment P1 require two contractor site positions at Norfolk Naval Air Station. Upon review of the SOW for the incumbent Contract N00421-21-D-0002 SOW, it appears that the contractor facility requirement at Norfolk, VA is associated with integration support instead of only warehouse support. Please provide the approximate number of items that will be stored in the 10,122 sq ft. warehouse.
The successful offeror shall staff the contractor provided industrial spaces called for in Table 3.1.2.1.2.1 to provide material management services. The number of items stored, as well as the duration of storage, will vary depending on WOLF mission requirements. The successful offeror shall provide material management services to meet fluctuating mission requirements.

This contemplated contract is for material management services. The number of items stored, as well as the duration of storage, will vary depending on WOLF mission requirements. The successful offeror shall provide material management services to meet fluctuating mission requirements.

Is the requirement for the San Diego, CA contractor warehouse associated with integration support instead of only warehouse support? Please identify the contractor that currently occupies the space, along with the approximate number of items that will be stored in the 1,000 sq ft. warehouse.
The successful offeror shall staff the contractor provided industrial spaces called for in Table 3.1.2.1.2.1 to provide material management services. Section C, SOW, page 14, paragraph 3.1.2.1.2(a), and Table 3.1.2.1.2.1 – In order to provide necessary contractor site program management and budgetary, logistics, and administrative support as indicated in Section B.1 and Attachment P1, will the Government confirm that the contractor is required to maintain off-site commercial office space within 50 driving miles of NAWCAD, St. Inigoes, MD?

Please see revisions made to section 3.1.2.1.2.
5 Section C, SOW, page 29, paragraph 3.4.4.4 –Please confirm that the substitution criteria in Paragraph 3.4.4.4 allows for a Senior position to substitute an additional 10 years of related/relevant experience with a HS Diploma/GED in lieu of a Master’s degree.
Per the chart in paragraph 3.4.4.4, the substitution criteria allows for a Senior position to be substituted with a Bachelor's degree plus four years of additional work experience in lieu of a Master’s degree however, this is only applicable if the Senior labor category qualification states "or a qualifying substitution" under the Required Education section of the senior labor category. Please note that an Additional substitution of 10 years of experience and a HS is not allowable for Senior positions requiring a Masters degree.
Section C, SOW, page 22, paragraph 3.2.8.2 – The RFP requires the contractor to provide all Government site employees with laptop/desktop computers to conduct daily work. Further, paragraph 3.2.8.3, indicates that access to NMCI, N-ERP and other Government sites will be required under the contract. Similar to other NAVAIR services contracts, will the Government consider providing NMCI computers for contractor employees working at Government sites?
Please see revision to SOW paragraphs 3.1.2.1.1 and 3.1.2.1.2. SOW paragraph 3.2.8 and associated sub paragraphs have been removed.
Section C, SOW, page 16, paragraph 3.1.6.1 – The Government established an AbilityOne participation goal of 5% of the awarded contract value, and indicated the Contractor shall utilize AbilityOne to the maximum extent possible during the performance of work under this SOW. However, AbilityOne participation is not addressed in Section L or M, but FAR 52.208-9, Contractor Use of Mandatory Sources of Supply or Services, is included in the solicitation. Does the Government expect offerors to meet the 5% participation goal through the use of AbilityOne products in the performance of this contract, or is AbilityOne intended to provide labor as a subcontractor on this planned contract action? In addition, please provide clarification on how AbilityOne participation will be evaluated as part of an offeror’s proposal.
The subcontract goal for AbilityOne of 5% is obtained and tracked through a CDRL in Exhibit A annualy during the lifetime of the contract. This is not a part of the evaluation criteria therefore, is not listed in Section L or M.
Section L, Proposal Content, page 96 – There does not appear to be a requirement for contractors to submit Past Performance. In order for the Government to further evaluate whether an offeror is able to perform all SOW tasking , including quality, timeliness, and cost control as required by FAR 16.5, will offerors be required to submit Past Performance exhibits to accurately substantiate the Government’s level of confidence as a result of recent and relevant experience/performance of similar scope and complexity?
No, Past Performance will not be evaluted for this requirement.
Section L, page 103, paragraph 2.5.1 – Consistent with the methodologydescribed in Section M, paragraph 4.0 on page 113, the Government provided unburdened ODC amounts for 52.217-8. However, there is no place on Attachment P1 to insert ODCs/labor costs for 52.217-8. Are the amounts in paragraph 2.5.1 provided for informational purposes only?
The Other Direct costs shall be filled into the P1 by the Contractor under the Other Direct Costs section on Rows 130-133. Please read the instructions tab on the P1 for further clarification.
10 Section L, page 103, paragraph 2.5.1 – It does not appear that travel is anticipated to be performed in the first two years of the contract. Please confirm that no travel shou be proposed for Year 1 and Year 2.
Yes, no travel is anticipated for Years 1 and 2 of the contract.
11 Area Wage Determination (AWD), Attachments 6 through 9 – Since the Department of Labor updated the Wage Determinations on 13 May 2024, please confirm that offers should use this most recent version.
The Offerors shall use the version stated in the RFP. The version will be checked before Final RFP release and updated again at time of award.
Attachment P1, Cost Summary Spreadsheet – Due to Executive Order 14026 stating that the minimum rate for AWD covered workers is $17.20/hour, please confirm that offerors should use this Minimum Direct Rate (Period 1) for the Data Entry Operator I; Data Entry Operator II, General Clerk I, and the Shipping/Receiving Clerk (Fayetteville).

13 Attachment P1, Cost Summary Spreadsheet – Are Offerors allowed to add lines to separate Material, Field Services, and Travel amounts so the applicable DCAA-approved indirect rates can be applied to each direct line item?

The final question from the Industry Day Q&A related to the contracts being consolidated into this planned ROMM effort. Specifically, IDIQ Contract N00421-21-D- 0002, ATC&LS Division Platform Integration, was listed as a contract being consolidated. On 26 June 2024, the Government posted a Sources Sought for NAWCAD WOLF ATC&LS Division Platform Integration Support. The SOWs from both N00421-21-D-0002 and the ATC&LS Division Platform Integration Support Sources sought are consistent, if not identical. Please confirm N00421-21-D-0002 is being consolidated into the planned ROMM effort. If only a portion of the effort is being consolidated, please provide clarification on how these efforts are related?
The ATC&LS division retains the requirement on the platform integration contract to maintain integration and fleet support related materials on site of the vendor. This contract will maintain long term storage and warehousing for related items which has similar storage and inventory tracking requirements.
