About this file

This document contains questions and answers regarding a solicitation for a Product Support Management/Integration Multiple Award Contract. The NAVAIR Sustainment Group is seeking management services to support sustainment activities across Naval Air Systems Command. Offerors must have an adequate accounting system but the government will accept third-party assessments for small businesses. Written consent from known principal subcontractors is required if they are included at the IDIQ level, otherwise subcontractors will be evaluated at the task order stage. No pricing is provided at the IDIQ level so offerors cannot determine principal subcontractors; letters from potential subcontractors are not required. Responses are due by the date specified in the final solicitation N0042121R0115. The contract will support various NAVAIR program offices and functional activities.

# Section/Page Questions Answers

Volume 1 requires that all primes and subcontractors need an adequate accounting system. Do you accept a third-party assessment of the accounting system for small business primes who have only performed Firmed Fixed Price Subcontracting work in the past but plan to prime their first CPFF contract?

The IDIQ contract will comprise of contract types CPFF, FFP and Cost. The Government will accept a third-party assessment of their accounting system for this IDIQ MAC, however, if an Offeror plans to propose on a CPFF and Cost type task order, they will need to provide a formal adequacy of their accounting system from DCAA prior to the award of a task order that includes both CPFF and Cost contract type.

Q28 States: Part B Specific Instructions 1.0 Volume 1: Executive Summary Paragraph F requires “Written consent from principal subcontractors and team members that will allow the Government to coordinate potential issues with the Offeror is to be included as part of the executive summary.” We note, however that this solicitation is for a Multiple Award IDIQ-type Contract, where subcontractors are not required until Task Orders are competed. We further note the solicitation contains no definition of a “principal contractor.” As such, would the Government kindly remove the requirement to provide “written consent for principal subcontractors and team members?” The answer given was:

"If the Prime plans to incorporate known principal subcontractors and team members at the MAC level, then Section L, Part B Paragraph 1.0 (f) applies, therefore, the requirement will remain as written. Subcontractors that are not included on the IDIQ MAC level, will be evaluated at the task order level.

The definition for principal subcontractors is a subcontractor who provides at least 20% of the proposed work performance. Section L, Part A, Paragraph 1.6.1 will be added to include the definition via amendment 0001." Since there is no pricing at the PSMI MAC level, we are unable to make such a determination. As well, the Principal SubK role will likely vary from TO TO; so we are trying to determine how to respond to this. Should I include letters from all SubKs who "potentially" could be a Principal SubK?

If the principal subcontractors are unknown at the IDIQ level, Offerors can state: Not applicable, Unknown at this time or To be determined (TBD). Subcontractors proposed at the task order level will be evaluated at that time. Only "known" principal subcontractor's information is required. No need to include "Potential Subcontractors"
