Amendment 3 changed all the Attachment numbers in Section J and on attachment file names, but not in section L. Can the government please confirm attachments and section J are correct and update other sections of the solicitation with correct attachment numbers?
This correction will be made in Amendment 0004.
2 The changes in Amendment 3 are fairly minor, so would the government consider shortening the extension period so proposals can be submitted sooner?
The finalized Amendment 0004 will provide the final submission date.
3 Can the government waive COMSEC account set up until after award, by giving a DD-254 that calls for Safeguarding of Info at award date?
The DD254 is required at the TO level prior to award of TO. Not required at the MAC level because some of the work may not require a DD254.
4 For Sample Task A and B, should we assume we will be shipping to an APO address or other shipping methods (i.e.….customs)?
Provide best shipping address based upon past performance. The Government does not assume how a vendor will choose to ship material especially overseas. It is incumbent upon the bidder to make those arrangements in their proposal.
5 3.1 GENERAL REQUIREMENTS: What percentage of design/installs are historically Unclassified or Classified (Top Secret) environments?
This is a new requirement, there is no historical data to be provided.
3.1.2.4 MEETING SUPPORT; The original work location distance was 125 miles and it changed to 25 miles for meeting so will this meeting area (25 miles) be required on the 1st day of the contract or will this be over a certain day (like 180 days) from award as this severally limits competition if it is required day 1?
The meeting support location is not required to be the work site location, this requirement has not been updated recently.
DEFINITIONS: The “InfoComm” reference should be updates to “Avixa” and this changed several years ago.

3.1.2.1 WORK LOCATION; For material shipment, will the items be staged and accepted at our facilities then shipped commercially to the site? Will the material items be staged and shipped to NAS Patuxent River Webster Outlying Field, St. Inigoes, MD and added to property book prior to the Government shipping to an OCONUS site?
Material shipment information will be addressed at the DO/TO Level.
9 Are the two sample tasks to be submitted as a single file, or split into separate files for each sample task?
Sample Tasks shall be submitted in separate files.
10 The Sample Task worksheet provides a text field for input of 1d). A touch panel user guide has many images and drawings. Can the Touch Panel user guide instead be attached as a PDF?

12 This seems redundant. Are you looking for a textual description in 1d) and drawings in 1e)-V?
Would a single Touch Panel Guide PDF suffice for both requirements?
Very similar but not the same. User Training guides may use the layouts but it is needed to show the end user how to use the GUI interface. The actual layouts called out in 1. e) v. are for us to see how the bidder would typically layout the buttons on a panel and more of an engineering response.
The attachment numbers and file naming convention do not match the list in Section J or the actual files available on beta.SAM. Please align this section with Section J.
This correction will be made in Amendment 0004.
AV Design and Installation often involves engineering other than CTS-D, especially when there are mobility or other equipment mounting complications. Can the QP Narrative and Justification address other engineering disciplines such as Mechanical when they relate to AV Design?
Other engineering disciplines may be addressed; however, the Government maintains the same requirement of the Offeror to address CTS-D within their solicitation response.
15 Will the supplies/equipment to be installed be included in the DOs/TOs? If so, will they be FFP or ODC? Or will supplies/equipment be procured by separate contract?
Yes, they may be included using the ODC Line or a separate contract vehicle as necessary.
16 CLIN 001 seems to represent the bulk of effort is completely allocated to Labor Hours. Are supplies/equipment to be installed not a significant portion of the future DOs/TOs?
The ceiling values established represent the Government's current requirement.
17 How many displays? The Offeror should determine based on the requirement
18 What size displays? Room dimensions were provided which should determine appropriate size of display.
19 Is the conference table contractor furnished?

22 Must the penetration in the perimeter wall for power/signal circuits for the signage outside the room comply with ICD 705 or other TEMPEST standards?

23 Must the electrical and data pathways within the conference room comply with ICD 705 or other TEMPEST standards?

24 What is the STC rating of the perimeter walls and door?

25 Is a mantrap or other means to prevent visibility of the displays required at the door?

26 Does the contractor need to furnish a UPS for AV system or will this be by others?

27 Should the contractor propose a rack/cabinet/etc. suitable for contractor furnished AV equipment and GFE equipment?
Yes and no GFE at this time
The government indicated that is a Cost Reimbursement, Cost Plus Fixed-Fee (CPFF) Level of Effort (LOE) Term, CPFF Completion, and Firm Fixed Price (FFP) Delivery. Is a DCAA audited and approved accounting system required at the time of the submission?
No, but to be found as a responsible Offeror for a DO/TO Competition for a CPFF DO/TO, the Offeror must meet DCAA Accounting system requirements.
29 Could the DCAA audit take place after award? Yes, DCAA Audit is not an evaluation factor of MAC Award.
30 The government indicated that cost will be excluded as an evaluation factor. Can the Government specify all evaluation factors for determining basis of award?

31 Is the 240V 50Hz for the purpose of powering the equipment rack(s)?

32 Will 120V 60Hz be available for the purpose of the wall-mounted displays?

33 Is audio conferencing a requirement in these spaces? If so, will it be VoIP or POTS connections?

34 Is a second PTZ camera needed for this space?

35 Do either of the side displays for SAMPLE TASK B require touch ability? All requirements are detailed in documentation provided

37 Are acoustical rack(s) a requirement in these spaces to reduce fan/equipment noise?

38 Will the classification of system displayed on signage display outside of room require the use of colors only to report current classification?

39 Will the digital signage display inside the room also need to show multiple clocks, system mode, microphone and speaker mute/unmute status?

40 How will the multiple classification network connections be made to the devices in the room?
If they mean for their conference room, we would expect they would provide what is required in order to operate and protect their equipment. If they mean for the TO's to be awarded at some potential point to them, then the requirement will state what is required
41 Will these systems be built on-site only or will there be a PITCO process to prebuild and test system functionality? If so, where will this site be located?
For the conference rooms detailed in the sample tasks, The Government expects the Offeror would provide what is required in order to operate and protect their equipment. Each TO will state it's specific requirements. The Government expects a PITCO be done by any organization; however, if the Offeror is referring to their own conference room, then the Government will rely on the contractor to decide. If it is again for the potential award of TO's, then yes a PITCO will be required. Should be completed at the location of integration.
42 An Offeror may not submit more than one excerpt for each AV MAC PWS/SOW Paragraph. Is this per Qualification Project or One paragraph between the 2 Qualification projects?
This is per Qualification Project.
Will it be mandatory to provide Facility Clearance and Individual Security Clearance for this contract? If yes, then would NAWCAD be willing to sponsor our firm for the security clearances?
Facility Clearances will be required specifically at the individual DO/TO Level. In order for a MAC Awardee who does not have a facility clearance to obtain one, they must be selected as the awardee for a DO/TO which requires a security clearance, there will not be facility clearances assigned at the MAC award level.
