Under Volume 2, Sample Task A, is there a preference for the number, type or size of the display similar to the information provided in Sample Task B?

Offeror was provided the dimensions of the room and they should be able to size the monitor appropriately based on that.

Under Volume 2, Sample Task B, for the “Three dual screen PCs per classification. Are both outputs per PC envisioned to be routable for the A/V system? Offeror should follow the guidelines provided in the SOURCES part of the Site Survey Information.

Under Volume 2, Sample Task B, for the “Three dual screen PCs per classification” To clarify, the above statement is intended to convey nine computers? Please note, in the Site Survey Information, there are only three, not nine computers. Please clarify.

Section L, Part B, Volume 2 Sample Task B SCENARIO BACKGROUND has been updated in

Amendment 01.

Under Volume 2, Sample Task B, for the “Three dual screen PCs per classification” Is the preference to use a KVM per enclave or make all nine accessible to the AV system?

Per the clarification above this should be 3 accessible to the AV System as defined in Site Survey

Information: f) under Sample Task B. The offeror shall propose the preferred use of KVM in this scenario.

5 Is there a preference for microphones, such as ceiling, table, etc.? This is the Offeror's preference

On the table provided on page 95, 5th row, the RFP states that under the "Qualification Project (Attachments to the Qualification

Project Submission Matrix" requirement, the Offeror must submit: the Contract Award Form, NAICS and FCL. However on page 96, 1st and 2nd rows, the RFP lists NAICS and FCL as being separate files. Should the Offeror provide the Qualification project documentation in one single file or individual files?

Section L Part A, 3.0 Proposal Content and Volumes has been updated. Please see Section L of the

On the table provided on page 96, Volume 3 is called Representations and Certifications. On page 101, Volume 3 is called "Systems, Certifications, and Clearances. Can the government please clarify what's the correct name for Volume 3?

The table of contents provided in Volume 1 as a separate document as per table on page 95, is only for Volume 1? Or does it should include Volumes 2 and 3 information as well?

Should the NAICS Code documentation (FPDS-NG Report) for the two (2) Qualification projects be submitted in one consolidated file? Or the report should be submitted as separate file for each qualification project?

Should the FCL documentation (DD-254 Report) for the two (2) Qualification projects be submitted in one consolidated file? Or the report should be submitted as separate file for each qualification project?

The FCL documentation shall be submitted in two separate files.

The instructions on page 96 state that the Offeror has to submit a cover and title page for each volume. The proposal checklist

(Attachment 6) only lists it once. Can the government please clarify if only one (1) cover and title page is to be included in the proposal package?

As part of the Task Order Response, the Offeror is required to provide a detailed Integrated Master Schedule (IMS). Can the government confirm the IMS is excluded from the 10 page-limit?

If an offeror is submitting a Qualification project that was completed as a Subcontractor, what verifiable document can the Offeror submit as evidence of the assigned NAICS code? Would a letter from the Prime Contractor suffice this requirement?

The NAICS requirement has been updated. Please see Section L of the Amendment 02 Solicitation

Posting.

Can the Offeror provide a cover letter in each volume? Please see Section L of the Amendment 02 Solicitation Posting, specifically the language beneath the table of pg 98.

Is the Offeror allowed to make minor changes to the Attachments provided by the Gov (e.g.: insert headers/footers, logo, add section headers, etc)?

Yes, minor changes are allowable, the page limits will be enforced as stated in the Section L Table.

The RFP solution envisions integrating COTS products. As such, while the integrator is working with manufactures who do, we don’t directly provide software. As such, can the government eliminate the following requirement for the bidders –

Software Description:

I. BIT Test

II. Language

III. Compatibility

IV. Software Features

V. Capabilities for De-Bug / Troubleshooting

The Government will not be eliminating this requirement.

18 Should we include a two week COVID-19 quarantine period for the schedule of onsite activities? No COVID related circumstances need to be factored into Sample Task Responses

For purposes of creating the schedule in MS Project, what date should we use as the hypothetical start date for the contract? Day 0 should be the Date of Award. The offeror should decide how to build schedule from there.

Would you like a site survey included in the scope? It is currently not requested. Should we build in a site survey on our schedule?

Normally, we would complete a site survey before formal design, but in the sample task orders they are in Germany and one is a new build.

The offeror should clarify if they require a site survey with the information provided within the sample task. If they feel a survey is warranted then they should include it in their write up.

Will the government accept system generated drawings as part of the proposal? The outputs do not match the font requirements in the

RFP.

Yes, system generated drawing are acceptable

We request that Government add two more NAICS codes for past performances, 423690 and 541512. We have researched over 100 awards for AV contracts and found that these are the most commonly used NAICS codes by Government for these awards.

The NAICS code requirment has been updated. Please see Section L, Part B, 1.0 (b) (4) of the

Amendment 02 Solicitation Posting.

Government agencies have many choices when selecting NAICS codes for AV contracts. There is no standard code assigned to AV industry. We searched over 50 awards that we received for AV contracts and found the most commonly used NAICS code by

Government to be 541512. We recommend that NAVAIR remove the requirement of connecting past performances to NAICS codes.

This change will more fair competition for all small businesses.

With justification, Government routinely classify AV project as networking projects. Most AV systems operate on networks. The dedicated NAICS code for networking is 541512. We recommend that NAVAIR add NAICS code 541512 to the list.

There is tremendous amount of AV work done under large IT contracts awarded to big businesses. Generally the AV portion is subcontracted to small businesses. We recommend that NAVAIR allows the use projects subcontracted to small businesses. These projects are not listed in FPDS-NG database and it will not be possible to provide NAICS codes for subcontracted AV projects.

We recommend that NAVAIR evaluate contract SOW rather than NAICS codes to establish relevance. SOW are more objective then

NAICS codes.

27 Can the Government confirm if there are current incumbents holding this contract? This is a new requirement

Is the Cover Page a separate file from the Table of Contents or is it included with the Table of Contents? If it is not included, what file naming convention should be used for the Cover Page?

29 Confirm that a Table of Contents is required in each Volume and not just in Volume 1?

30 Will the Government allow subcontract qualification projects to be submitted? Please see Section L Part B, 1.0 Volume 1 Qualification Projects.

Are offerors to update the header and footer with appropriate markings for government provided attachments/templates? Should this include page numbers?

Yes, minor changes are allowable, the page limits will be enforced as stated in the Section L Table.

For meeting the response requirements to the Sample Tasks, would the government accept solutioning of similar, sample jobs instead? No, similar and sample jobs are not acceptable.

The page limit of 10 for the response to the Sample Tasks will be difficult with the Deliverables being requested. Can the Government extend the page count to 15 for each response or allow Drawings and other items not included in the narrative response to be outside of the 10 page limit?

The page limit for Sample tasks have been updated in Amendment 01.

For Volume 3: FCL requirement and DCMA compliant accounting system, are these responses included in the Reps and Certs or as separate files or pages within Volume 3?
