Questions and Answers

Q1. Section L (page 64 of 77) states “The Offeror shall complete the Past Performance Information Form

(PPIF), Attachment P2, for each past performance reference (contract or delivery/task order) performed within five years of the solicitation release date.”, however; Section M (page 74 of 77) states “Past performance will be considered recent if the contract/order has been performed within three years of the solicitation release date. Past Performance that is not recent will not be considered in the evaluation.”

Request the government update Section M to reflect recency for evaluation purposes of five years to match Section L.

A1. Amendment 1 to the RFP corrects Section M to reflect a recency of five (5) years to be consistent with Section L.

Q2. Section 3.0 Requirements (page 7 of 77) states “Work will be performed 100% at Government sites.

Government sites include Patuxent River, Maryland and Webster Field.” Current NAVAIR policy states

“NAVAIR and subordinate commands implemented maximum-telework flexibility to help prevent the spread of the COVID-19. Telework is an effective strategy for mission accomplishment while ensuring continuity of operations in a crisis, such as COVID-19. This section provides information on telework agreements and various tips for making telework a successful tool for the organization.” Without a defined end to the COVID-19 pandemic and given the successful results of the current DoD maximum telework environment, recommend the government consider modifying the 100% at government site requirement to allow remote telework by contractors.

A2. Amendment 1 to the RFP updates Section C, SOW, to incorporate paragraph “3.1.2.2 Telework

Availability”.

Q3. Section 3.0 Requirements (page 7 of 77) states “The Offeror shall complete the Past Performance

Information Form (PPIF), Attachment P2, for each past performance reference (contract or delivery/task order) performed within five years of the solicitation release date.” Also, the solicitation states that

“The Offeror shall provide a narrative on each PPIF in the “Contract Effort Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation.” This PDF form is locked in at two pages which is not adequate space to fully meet the requirement. Can each individual past performance reference exceed two pages as long as the entire volume does not exceed the total volume page limit of 25 pages.

A3. Yes. Each individual Past Performance Information Form (PPIF) may exceed 2 pages as long as the total submission does not exceed the Volume 3 page limit of 25 pages.
