Solicitation N0042120R0119 Engineering Products and Technical Services 10/06/2020

1. Reference: Section C, paragraph 3.2.2.2, pages 18-20 The referenced paragraph contains a table listing minimum clearance requirements for the contract. In the column containing clearance level, its header states “DoD Security Clearance Level (or Interim Clearance).” With the inclusion of the terms “Interim Clearance,” will the Government confirm that it is acceptable for bidders to propose individuals who possess an Interim Secret Clearance at time of task order award?

Response: Yes, it is acceptable for bidders to propose individuals who possess an Interim Security Clearance at time of task order award.

2. Reference: Section L, 3.0 Proposal Content and Volumes, page 98 In the table included in Proposal Content, will the Government please confirm that by stating “Recommended Page Count” in detailing “Proposal Organization and Page Limits”, the intention is that bidders may:

1) Submit a response of any page length that in their judgment is necessary to ensure a complete response and that

2) A response that exceeds the recommended page count will not be deemed non-compliant based solely on that page count?

Response: Yes, the Government has provided a recommended page limit and the Offeror will not be deemed non-compliant if they exceed the recommended page count.

3. Reference: Section L, Part A General Instructions, 2.0 Electronic Proposal Format, page 97, paragraph 2 The solicitation states “Graphs and Tables must be formatted using a Times New Roman 14pt Normal font that fit on an 8.5” X 17” printed page will be counted as one page”. Because the font size as stated would compromise graphic detail and content, and because there is no 8.5” x 17” page size, would the Government confirm that:

1) Font size for graphs and tables is 10pt per prior practice

2) The standard 11” x 17” page size for graphs and tables is acceptable.

Response: The Government will accept a standard 11’ x 17’ page size for graphs and tables utilizing a 10 pt. font size.

4. Reference: Section M, Paragraph 7.0 Total Evaluated Price, page 117 Section M, Paragraph 7.0 TOTAL EVALUATED PRICE states: “The total evaluated price will be the sum of the Base Period CLINs plus the sum of all Ordering Period CLINs plus the six month Option to extend (52.217-8)”. Section B does not appear to have a CLIN for the six month Option to extend amount. Can the Government clarify where the offeror is to include this amount?

Response: Section M, Para 7.0. Total Evaluated Price is instructing the Offeror on how the Government will evaluate the total evaluated price by including the six month option to extend, however, there is no CLIN and the Offeror is not to propose any additional costs for this six month option to extend.

4. Attachment 1 Cost Summary Spreadsheet Attachment 1 Cost Summary Spreadsheet shows overtime hours for several SCA labor categories. Overtime hours are often applicable for an SCA/non-exempt position when the hours exceed 1,920 annually. Would the Government confirm that the overtime hours shown should be priced as overtime even though they are based on annual hours that are less than 1,920?

Response: The Offeror should bid Overtime costs for the labor categories and hours that are provided in the Attachment 1 Cost Summary Spreadsheet.
