Procuring Contracting Officer: Jennifer Lundburg E-mail: jennifer.lundburg@navy.mil

CONTRACTING OFFICER REPRESENTATIVE: TO BE DETERMINED AT CONTRACT AWARD

1. This is a competitive procurement that will result in placement of a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Cost Plus Fixed Fee CPFF Term Level of Effort (LOE) task orders (to include COST type CLINs for Other Direct Charges (ODCs)) will be issued under this contract. NAVAIR clause 5252.211-9503 LEVEL OF EFFORT (COST REIMBURSEMENT) (NAVAIR) (DEC 2012) will be included in applicable LOE task orders.

2. The Product Service Code (PSC) for this procurement is J058 Maintenance/Repair/Rebuild Equipment – Communication, Detection, and Coherent Radiation Equipment.

3. This contract will have a five-year ordering period. Task Orders (TOs) will be issued as required and the Period of Performance (PoP) will be determined upon award of each TO.

4. In accordance with NAVAIR Clause 5252.216-9506, the maximum value of this contract is the sum of the maximum values of all priced CLINS.

5. The contractor will be required to have a SECRET facility clearance and a SECRET clearance for personnel identified in Section C Statement of Work (SOW) paragraph 3.2.2 prior to issuance of a task order under this contract. The contractor will not be permitted access to classified information until a final DD254 is incorporated as an attachment to the contract.

Section B - Supplies or Services and Prices

DESCRIPTION

At the IDIQ level, CLINs 1000, 2000, and 3000 will contain the overall ceiling for Not Separately Priced (NSP) CLINs 1001-1005, 2001-2005 and 3001-3005 respectively. (NSP) CLINs are contained within the Basic IDIQ Contract, whereas, at the Task Order Level, these NSP CLINs will be separately priced with the exception of CLINs 4000 and 5000 respectively which will remain NSP CLINs.

B.1 Streamlined Ordering for Cost Plus Fixed Fee Term LOE Orders LOE Orders will be issued under this contract using the following streamlined ordering procedures:

(1) For each proposed order, the contracting officer will provide the contractor with a Task Order (TO) and an Independent Government Cost Estimate (IGCE). The IGCE is an estimate of labor hours by labor category utilizing the estimated and negotiated Composite Labor rates Table below to calculate the total estimated cost for the proposed TO. The TO fixed fee is calculated using Section H Clause 5252.232-9510 PAYMENT OF FIXED FEE (NAVAIR).

(2) These Composite rates are estimates, and invoicing will be based on actual costs incurred. Ceiling for Other Direct Costs (ODC) will be priced in accordance with the Government estimate. TOs crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the TO.

(3) Within three (3) working days of receipt of the TO and IGCE, the contractor will respond:

(i) If the contractor agrees that it can perform the TO within the parameters of the IGCE, they will sign and return the DD1155 to the contracting officer. If the requirement remains valid, a priced order will be issued to the contactor.

(ii) If the contractor does not agree with the TO and/or IGCE, a proposal will be submitted to the contracting officer within five (5) working days of receipt of the TO and IGCE, addressing only the specific areas of difference in labor categories and/or hours in the IGCE. Once the differences are resolved between the contracting officer and the contractor, and the requirement remains valid, a priced order will be issued to the contractor.

(4) If the contractor fails to respond to the proposed order within five (5) working days of receipt of the TO, the contracting officer may unilaterally issue the TO or extend the deadlines above when in the best interest of the Government.
