· Reference: Section L, Part A, 3.0; Page 122: “Volume 2 Past Performance information must be submitted 15 days prior to the submission date specified in Block 9 of the SF 33 of the RFP.” AND Section L, Part B, 2.0; Page 126: “In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ)… The Offeror shall include instructions for the Program Manager to send completed questionnaires within two weeks of its receipt via email… concurrently with the Offeror’s proposal submission.”
· Question: The Government requests Volume 2, Past Performance be submitted by no later than June 10th but also requests Government Program Managers be provided 2 weeks to complete CPAQs. As this RFP was released immediately before the Memorial Day Holiday, the only opportunity to provide 2 weeks for completing CPAQs was for the Offeror to provide a CPAQ to the Government Program Manager by Friday 5/24, one day after RFP release. In order to provide sufficient time for CPAQs to be completed, it is requested that the due date for Past Performance submittal be delayed until Friday 6/14.
· Response: An update was posted to FBO.gov on 07 Jun 19 stating that the Government will be extending the past performance submission date. The performance submission date will be 15 days prior to the submission date specified in Block 9 of the SF 33 of the RFP Amendment 0001.
Question 2:
· Reference: Section L, 3.0; Page Count Table, Page 121: Volume 2 Past Performance page count is listed as 9 pages.
· Question: Does this page count include completed P1 Attachments or is this page count for a past performance writeup in addition to completed P1 Attachments? If so, the most P1 Attachments that could be submitted is four since each P1 Attachment is a minimum of 2 pages in length; a fifth P1 Attachment would take the page count to 10 pages, exceeding the current page limit of 9 pages.
· Response: Section L, Part A, 3.0; Past Performance, the Government updated the past performance page limit to unlimited.
Question 3:
· Reference: Attachment P1
· Question: In Attachment P1, the “Task/Delivery Order” field on page 1 is linked to the “Demonstrated Systemic Improvement Information” field on page 2. As a result, each field automatically updates to contain the same text as the other. Request the Government provide an updated Attachment P1 with these two fields un-linked.
· Response: Attachment P1 Past Performance Information has been updated.
Question 4:
· Reference: Section L, Section 3.0: The RFP states “If subcontractors are proposed, they shall provide the same information required for the prime contractor, unless otherwise noted below.”
· Question: Are subcontractors required to provide a completed Offer Summary Table, Signed SF33 or SF 1449, signed Repds/Certs, and a completed Section B? Also, are subcontractors required to submit a completed Attachment P3 with their un-sanitized cost proposal that they submit direct to the Government?
· Response: Both hard copy and CD-ROM should be submitted in accordance with Section L, 3.0 PROPOSAL CONTENT AND VOLUMES Chart 1.
Question 5:
· Reference: Section L, Section 3.1(b) : The RFP states “Section B prices shall be provided separately in one digital data copy in MS Office 2016 Excel format on CD-ROM media.”
· Question: Are bidders to provide a hard copy of Section B in our printed proposals or ONLY via CD-ROM?
· Response: Both hard copy and CD-ROM should be submitted in accordance with Section L, 3.0 PROPOSAL CONTENT AND VOLUMES Chart 1.
Question 6:
· Question: Is it acceptable for subcontractors to submit their un-sanitized pricing documentation and electronic files directly to the Government?
· Response: No, un-sanitized pricing documentation and electronic files should be sealed within the Prime’s submission.
Question 7:
· Question: Bidders are required to demonstrate office space within 15 miles of multiple supported Government locations. Will the Government please clarify which of the following locations bidders must have offices within 15 miles of to be compliant: Naval Air Systems Command (Patuxent River, MD), Naval Sea Systems Command (Washington, DC), Space and Naval Warfare Systems Command (San Diego, CA), Naval Supply Systems Command (Mechanicsburg, PA), Office of Naval Research (Arlington, VA)?

Question 8:
· RFP Reference: Section L, Part A, 3.0; Page 121: “Past Performance, 9 Pages”
· Question: In order to align with the Government’s template (2 pages per reference), it is recommended the page count for PP be increased to 11 pages; 2 pages per reference x 5 references with 1 summary page.
· Response: Response: Section L, Part A, 3.0; Past Performance, the Government updated the past performance page limit to unlimited.
Question 9:

· Question: It is assumed the PWS/SOW for each contract reference shall be provided to the Government as an electronic copy on the CD-ROM containing Volume 2, as noted on page 126, but does not need to be printed within the Original or Copy of Volume 2. Is this assumption correct?
· Response: No, in accordance with Section L, Part A, 3.0; Past Performance, a hard copy should be provided.

Key Personnel are subject to the substitution restrictions clause NAVAIR Clause 5252.237-9501 entitled “Additional or Substitution of Personnel (Services).”
· Question: As this is a single award IDIQ, it is assumed the key personnel proposed as part of an offeror’s solicitation response are for source selection evaluation only and are therefore not subject to NAVAIR Clause 5252.237-9501 until task orders are awarded on this contract. · Question: It is assumed that the “period of one year” referenced by the Government is for the purposes of developing a POA&M and staffing plan but is not to be interpreted as a one-year investment plan. As the technology areas listed are emerging and long-term investments, the term of investment plans would include the current year but would stretch beyond a single year.
