B-1 ESTIMATED RATES

B-1 ESTIMATED LABOR RATES FOR COST PLUS FIXED FEE (CPFF) TASK ORDERS

This language is designed for use in conjunction with H-1 Issuance of Orders Using Streamlined Procedures (Variation)(March 2019). For purposes of estimating and establishing a labor cost ceiling for each task order, the following composite rates will be used by multiplying the composite rate for the labor category by the estimated hours for each labor category. These rates are estimates, and invoicing will be based on actual costs incurred. Ceiling for ODCs will be priced in accordance with the Government Estimate. Orders crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the order.

Statement of Work (SOW) for Science and Technology Program Support Services

1.0 Background:

The Naval Science and Technology (S&T) community conducts research across a broad spectrum of maritime and aviation technologies necessary to develop and provide the optimal solutions to meet current, emerging, and future warfighter needs at the right time and lowest cost. It is essential that Naval S&T community align their research, development, and acquisition to shared priorities, allocate resources to speed priority-aligned results to the warfighter, and accelerate capability delivery by streamlining business execution.

Naval S&T is funded through a variety of Research, Development, Test, and Evaluation (RDT&E) program funds. These programs fund activities that range from research in the basic sciences to the design, development, prototyping, maturation, and transfer of that technology. Included in these programs are the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) programs that encourage the participation of small businesses in federally funded research and development. Together they form the S&T base upon which tomorrow’s high performance Navy will be built.

Naval S&T program management offices identify and prioritize research needs; focus investment and improve the alignment of resources in support of S&T objectives, and work closely with the fleet, acquisition offices, resource sponsors, and technology developers to ensure a balanced S&T portfolio that provides solutions to critical operational needs.

1.1 Scope:

The primary scope of this contract is to provide engineering and program management support services to Navy S&T management organizations and SBIR/STTR programs offices. This includes: aligning S&T investments to strategic Naval S&T needs; identifying and pairing innovative technologies and research to warfighter needs; advising and allocating appropriate S&T program funding to Naval capability gaps; monitoring and managing the health of the S&T portfolio; accelerating technology transitions and increasing their success; support SBIR/STTR Phase I, II, and II; and to support outreach, communications, training, administration, and management activities of Naval S&T and SBIR/STTR organizations to improve effectiveness of business processes and accelerate technology transition to the warfighter.

While generally contractor personnel may not perform work on-site at a Government facility without oversight from Federal personnel, in very limited circumstances, work being performed by contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by contractor personnel to be deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by contractor personnel is mission essential. Any mission essential services to be provided will be identified at the Task Order level, if applicable.
