1. Will the Government permit offerors the latitude to structure Attachment P6 in our own way to logically show these hours and cost, as long as it accounts for the hours stipulated in Section L 3.5.2 Labor Hours?
Government Response: Offerors must utilize Attachment P6 as provided and follow the “Instructions” tab within Attachment P6. Offerors may not significantly restructure the format of the provided P6 to show the requested data in their own way.
1. Will the Government consider a one-week extension to the proposal submission deadline?
Government Response: At this time, the Government will not be extending the originally established proposal submission deadline as identified within the FBO announcement.
1. Would the Government please provide the SCA Wage Determination Act schedule for this contract?
Government Response: Wage Determination 15-4279 Rev 7 will be utilized and has been uploaded along with this Q&A document.
1. Please clarify the number of Key FTE resumes required for Electrical Engineer (Senior), Page 30 and Page 80, which states 2 are required. However, in the Table on Page 86 requires only 1 FTE (1920 hours) for Electrical Engineer (Senior).
Government Response: The number of Key FTE resumes required for Electrical Engineer (Senior) is one (1). The tables on page 30 and page 80 which mistakenly state 2 FTEs are required will be updated to reflect 1 FTE. The hours within the Table on Page 86 are correct.
1. Note 4 within Section L Paragraph 3.5.2 states “Overtime hours shall be distributed evenly amongst the applicable FTE’s within each labor category”. In accordance with this note, please confirm if the following methodology would be correct.
Example: Electronics Technician I requires 7680 hours total per year which is 4 FTEs. 50 hours should be distributed to each of the 4 required FTEs which would make up the 200 total overtime hours. Is this correct?
Government Response: The methodology provided in your example is correct in regards to Note 4 of Section L paragraph 3.5.2.
