1 SCOPE. This Statement of Work (SOW) is intended to provide Integrated Logistics Support (ILS) products for acquisition and life cycle sustainment of two weapons systems. Naval Mission Planning Systems (NavMPS) and Theater Mission Planning Center (TMPC). These products and services will support PMA-281 Product Support Manager (PSM), NavMPS Assistant Program Manager for Logistics (APML) and TMPC APML. Section 3 of the SOW defines the requirements for performance of the contract.
1.1 Background. This SOW supports the Naval Air Systems Command (NAVAIR) Strike Planning and Execution Systems Program Office (PMA_281) systems NavMPS and TMPC.
1.1.1 The TMPC is currently configured into the shore based Cruise Missile Support Activities (CSMA), Tomahawk Strike and Mission Planning Cell (TSMPC) (formerly Maritime Component Commander (MCC)) and Carrier Strike Group (CSG) configurations. The system is a suite of products used for planning and updating conventional Tomahawk Land Attack Missile (TLAM) missions. TMPC, which varies in configuration by site, is comprised of the following components: Targeting and Navigation Toolset (TNT), Tomahawk Planning System (TPS), Mission Distribution System (MDS), TMPC Communications Systems (TCOMMS) and Multi Level Secure (MLS) Guard (MGuard).
1.1.2 The primary mission of the TMPC International Program/Foreign Military Sales (FMS) is to provide Tomahawk mission planning ILS products to the United Kingdom (UK). These products include the TMPC suite, documentation, training and help desk.
1.1.3 The primary NavMPS system is the Joint Mission Planning System (JMPS) and its peripheral Electronic Kneeboard (EKB). Federated applications are included under NavMPS. These applications include, but are not limited to, Weaponeering and Stores Planning (WASP) and Tactical Operational Scene (TOPSCENE). The mission of JMPS is to provide aircrews with required flight planning functions for Navy and Marine Corps aircraft, weapons, avionics and sensors. This system will provide the infrastructure, information, automated tools and decision aids needed to rapidly plan air missions and strikes.
1.1.4 The primary mission of the JMPS International Programs/FMS is to provide JMPS and ILS products to NATO, Coalition partners and United States allies. Products include JMPS suite, documentation, training and help desk.
