Amendment 0001: Questions and Answers as of 17 August 2017

1. Section L, Part A, 3.0 Proposal Content and Volumes, Page 85: The Proposal Organization and Page Count table provides a page limitation/recommendation of 5 pages for Volume 2, Past Performance. However, the RFP Past Performance Information Form (Attachment P1) consists of two pages. Since Offerors may submit five Prime references and two from each principal subcontractor, the page count could easily total 14 pages. To appropriately present an Offeror’s ability to perform, would the Government allow 15 pages for the Past Performance volume?

Government response: Yes, the number of pages are recommendations not limitations. Additional pages will be accepted.

2. Past Performance Information Form, Attachment P1: The Past Performance Information Form (Attachment P1) issued with the RFP is comprised of two pages. The ‘Contract Effort Description’ block only allows for eight lines of text before the scroll bar appears. When printed, anything beyond the first eight lines does not print, limiting the paper submission to only eight lines which also causes a discrepancy between the electronic and paper proposals. To alleviate this, is it acceptable for Offeror’s to export the PDF file to an MS Word file using the same information presented in Attachment P1? If this is not allowed, please provide a revised Attachment P1 that allows the comprehensive narrative and other fields, as appropriate, to print in its entirety.

Government response: Section L-1, Part A, Section 3.0 of the solicitations has been updated to provide some clarity on this issue and now contains the following:

As the Contract Effort Description box on Attachment P1, Past Performance Information Form, only allows for eight (8) lines of text, Offerors may choose one of two options to complete the form. Offerors may either fill in the information in the Contract Effort Description box of Attachment P1 - Past Performance Information Form, if the response is concise enough to fit within the limitations of the Attachment P1 - Past Performance Information Form. Or, Offerors may designate within the Contract Effort Description box "See Continuation Page" and then submit a second PDF or MS Word document up to one page in length for a total of 3 pages per Past Performance reference.

3. Past Performance Information Form, Attachment P1: The table on page 1 only includes lines for contract data associated with the Base period through Option 5. If a contract has more than 5 option periods, is it acceptable to add that information to Option 5 and annotate accordingly?

Government response: Yes, it is acceptable to add additional information and annotate as applicable.

4. Past Performance Information Form, Attachment P1: The ‘Contract Number, Task Order/Delivery Order, and Systemic Improvement’ fields in the Government-issued form contain pre-filled text. Please confirm that Offerors are permitted to delete this information.

Government response: Yes, that information may be deleted. It was provided as a sample only.

5. Section L, Part A, 2.0 Proposal Format, Page 85: Offerors are instructed to format their proposal response in Times New Roman 12 point Normal font. Some of the Government-issued RFP attachments are set to different fonts and sizes. Please confirm that these are excluded from the Times New Roman 12 point Normal font requirement.

Government response: Yes, the attachments set to different fonts and sizes are excluded.

6. Section L, Part A, 3.0 Proposal Content and Volumes, Page 85: The Proposal Organization and Page Count table on page 85 has a page limit/recommendation of 15 pages for the Understanding of the Work section. On pages 87-88, Offerors are instructed to provide a narrative of their understanding and capability encompassing three tasks and identified subtasks. Within the response, Offerors are instructed to provide a detailed step-by-step procedure and methodology; risks that may impact successful performance and mitigation actions; and an implementation plan to include manpower, quality control, and a quality assurance plan. To allow for a “complete” and “best value” response commensurate with Section M evaluation criteria, would the Government allow 20 pages for the Understanding of the Work section?

Government response: Yes, the number of pages are recommendations not limitations. Additional pages will be accepted.

7. Section L, Part A, 3.0 Proposal Content and Volumes, Page 85: The Proposal Organization and Page Count table on page 85 has a page limit/recommendation of 5 pages for the Management Approach, including the Transition Plan. The instructions on page 88-89 direct Offerors to address, in sufficient detail, seven (7) areas for the Management Approach and six (6) elements for the Transition Plan, “…as well as any additional elements deemed necessary by the Offeror.” To allow Offerors to provide a comprehensive response to the requirements, would the Government allow 15 pages for the Management Approach/Transition Plan?

Government response: Yes, the number of pages are recommendations not limitations. Additional pages will be accepted.

8. Section L, Part A, 3.0 Proposal Content and Volumes, Page 86: The Proposal Organization and Page Count table on page 86 indicates Section 3.0 for Annex 1, Past Performance Supporting Documents. Further, on page 85, Offerors are instructed to structure their proposal material “…such that its Volume/paragraph number matches Proposal Instructions Volume/paragraph number provided in Section L ‘Part B Specific Instructions’…” None of the instructions in Section L link this volume to Section 3.0. To comply with the requirements, would the Government please clarify the proper numbering for Annex 1?

Government response: The proposal organization and page count chart within Section L-1, Part A, Section 3.0 has been updated to reference Section 2.0 for Annex 1.

9. Section L, Part B, 3.0 Price/Cost Proposal, Page 91: Item (b) on page 91 instructs Offerors to submit a copy of Section B with the Contract Line Item (CLIN) and Sub-CLIN Unit Prices and the Total Prices filled in. However, there is no identification of hours or ODCs to propose per SLIN. For proposal purposes, should Offerors only complete CLIN 0001 and 0007 for Section B?

Government response: Yes, for proposal purposes only CLIN 0001 and CLIN 0007 will have pricing associated with them; therefore, only these two CLINs should be completed.

10. Section A, General Information, Page 2: Item (2) identifies Revision 1 for both Wage Determination locations, however, the Department of Labor website contains Revision 3 dated 07/25/2017. Please confirm that Revision 3 Wage Determinations should be used.

Government response: Yes, Rev 3 should be used. Section A, General Information, Item (2) has been updated, Section J, Attachment 01, Wage Determinations has been updated, and Section I, FAR Clause 52.222-42 Statement of Equivalent Rates for Federal Hires has been updated.

11. Section L, Part B, 3.0 Price/Cost Proposal, Page 91: The second paragraph in section 3.3, Price/Cost Information, states: “Proposed fully burdened labor costs may be subject to the NAVAIR labor tripwire identified in Section M.” Section M, pages 96-102, does not contain the NAVAIR labor tripwire information. Please clarify.

Government response: Section M has been updated to include the applicable tripwire information in Section 3.0 Price/Cost.

12. Section C, Para 12.2, Experience and Education Level Definitions, Page 21: The substitution chart indicates that a Master’s Degree can be substituted for a “Bachelor’s Degree plus 4 years additional work experience.” Since there is also a Bachelor’s Degree substitution of 6 years’ additional work experience, is it correct to assume that a candidate without a degree would require 10 years of additional work experience in lieu of a Master’s degree?

Government response: Yes, 10 years of additional work experience would be required in lieu of a MS.

Amendment 0002: Questions as of 24 August 2017

13. The DOL Wage Determinations (WDs) incorporated in Section J of the solicitation (15-4279 Rev. 1 Maryland, St. Mary’s and 15-4377 Rev. 1 North Carolina, Cumberland) has been revised. Will the solicitation be amended to incorporate the revised WDs which are DOL WDs 15-4279 Rev. 3 for Maryland, St. Mary’s and 15-4377 Rev. 3 for North Carolina, Cumberland?

14. Section B of the solicitation require offerors to propose dollar amounts for labor CLINs 0002 through 0005 and ODC CLINs 0008 through 0011 based on Government funding types. However, the solicitation does not provide a breakdown of the Government’s intended allotment of funding types for these CLINs. Please clarify.

15. Section B identify the ODC Ceiling CLIN as CLIN 007 yet Attachment P6 of the solicitation identify the ODC CLIN as CLIN 0008. Please clarify.

16. Attachment P3 states offerors are to see Attachment XX to determine what information is required for the “Individual Designator” column. However, the solicitation does not provide an Attachment XX. Please provide instructions as to what information is required to complete the “Individual Designator” Column.

17. Section L, paragraph 3.0 page limitation chart specifies only 5 pages for the Management Plan. To address the solicitation requirements in sufficient detail, request the Government consider increasing the page limit for the Management Plan to 20 pages?

18. Section C, paragraph 12.6 states that “at task order award” the key/non-key personnel identified in this paragraph shall have obtained an interim or Secret Clearance. Since the Government will only issue a contractor an interim or Secret Clearance after award of the contract when the DD254 is finalized and since the Government states there will be a 30 day transition period after award of the contract, will the contracting officer consider revising the clearance requirement to require the contractor to obtain an interim or Secret Clearance “by the task order performance start date”?.

19. Section C, paragraph 5.2.1 states “All vehicles shall be operated in accordance with NAWCAD and site-specific processes and requirements.”. However, the solicitation does not provide vehicle operation requirements/instructions/policies regarding NAWCAD or site-specific vehicle operations. Since this will be a requirement of the contract, could the Government provide offerors the NAWCAD and site-specific vehicle requirements referred to in Section C, paragraph 5.2.1?

20. Request that the Government clarify the period of performance start date for the awarded contract. Section F identify the period of performance start date as 24 April 2018 and Section L identify the anticipated award date as 24 April 2018. Yet Section L, paragraph 1.0 (paragraph B) states the Government anticipates a 30-day transition period after the contract award date.

38. Page 2, Section A - Solicitation/Contract Form, General Information Notes, Paragraph 3: Offeror to classify proposed SCA labor categories as Current, Contingent or Prospective. Page 97, Part M, Section 2.0 – Evaluation Process states the evaluation for Technical Factors considers the potential for disruption of schedule, increase in costs, degradation of performance, etc… Will Offeror proposals be evaluated differently in consideration of proposed labor category classifications?

39. Page 13 and 14, Statement of Work, Section 3.0 Technical Requirements, Paragraph 3.1.1.1 requires Offerors to provide a contractor provided warehouse in the Fayetteville, NC area.

a) Do Offerors need to include a proposed facility in their proposal?

b) If not, how will the government evaluate Offeror proposals in regards to technical risk?

40. Page 13, Statement of Work, Section 3.0 Technical Requirements, Paragraph 3.1.1.1 and sub-paragraphs presents very specific requirements of the contractor provided warehouse in the Fayetteville, NC area. Does the incumbent contractor currently provide warehouse space in the Fayetteville, NC area that meets all of the requirements set forth in the solicitation, including perimeter fencing to protect 100 percent of the perimeter grounds?

41. Page 13, Statement of Work, Section 3.0 Technical Requirements, Paragraph 3.1.1.1 presents a table showing 4 FTEs being located at the contractor provided warehouse in the Fayetteville, NC area. Are the 4 FTEs detailed in the table included in the table on pages 12 and 13 that is part of Paragraph 1.1?

42. Page 14, Statement of Work, Section 3.0 Technical Requirements, Paragraph 3.1.1.1.10 requires the warehouse in the Fayetteville, NC area be cleared to the Secret level and be cleared to house Crypto controlled Cryptographic Items.

a) Does this requirement need to be in place at the start of the contract?

a) How else might Offerors propose to capture the cost of Contractor Furnished Facilities?

b) Would the government allow the cost to be captured as an ODC?

45. Page 16, Statement of Work, Section 5.0 Facilities/Properties, Paragraph 5.1.1 addresses the 30 day transition period for relocating material from the existing location to the proposed warehouse location.

a) What is the largest item in terms of size and weight the contractor will be required to move?

b) What is the total size and weight that the contractor will be required to move?

46. Page 17, Statement of Work, Section 5.0 Facilities/Properties, Paragraph 5.2.1 requires to provide all transportation needed to meet delivery and pick-up requirements of Government received material in support of the SOW requirements.

a) So that Offerors may include the correct size vehicle in their proposal, what is the largest item in terms of size and weight the contractor will be required to move?

b) What size vehicle is currently being used by the incumbent?

47. Page 17, Statement of Work, Section 5.0 Facilities/Properties, Paragraph 5.2.5 provides that the contractor shall utilize the Government Fleet Card, the GSA Card or the Smart Card for fueling and maintenance services.

a) Will the government provide such a card for contractor provided vehicle(s)?

b) If not, how frequently are pickup and deliveries made to facilities in and around PAX River? In and around Fort Bragg?

c) What is average distance per day the contractor should anticipate driving at each location?

48. Page 17, Statement of Work, Section 6.2 Travel, Paragraph 6.2 provides that CONUS and OCONUS travel may be required for this contract. Subsequent paragraphs provide potential destinations of travel.

a) Can the government provide historical data on the frequency and destination of travel under the incumbent contract?

b) If so, please provide the historical travel data.

49. Page 18, Statement of Work, Section 7.0, Access to Government Physical Locations and Information Technology, Paragraph 7.2.3 requires the contractor to provide all government site employees’ desk top computers to conduct daily work.

a) Is the requirement for one desktop computer per employee?

b) If so, will the government provide office space cited in Paragraph 5.2 be sufficient for this requirement?

c) If not, how many desktop computers is the incumbent currently providing their employees?

50. Page 20, Statement of Work, Section 9.0, Workplace and Schedule, Paragraph 9.1 states, “Although, currently not planned, it is possible that within the performance of this contract, approximately 38% of the planned hours could be required to be performed at Government provided facilities and will be detailed via individual task orders.” The table on pages 12 and 13 that is part of Paragraph 1.1 provides an estimate of where FTEs will be located in support of the requirement. The estimated number of FTEs has approximately 53% of the level of effort being performed at Government provided facilities.

a) Although the solicitation states a shift in percentage of work is not anticipated, if it does happen will it be due to:

i. A transition of personnel from Government facilities to contractor owned facilities

ii. Additional work requirements being performed at contractor owned facilities necessitating new hires?

iii. Or a downsizing of the level of effort at Government provided facilities?

51. Page 20, Statement of Work, Section 9.0, Workplace and Schedule, Paragraph 9.2 Paragraph 9.2.1 provides that the contractor may allow its employees to work a Compressed Work Schedule (CWS). Paragraph 9.2.2 on page 21 states, “While generally contractor personnel may not perform work on-site at a government facility without supervision from Federal personnel …”.

a) Do the various commands being supported by this requirement work a CWS?

b) Do the Federal personnel currently “supervising contractor personnel” at government facilities work a CWS?

52. Page 90, Content of Proposal, Part B Specific Instructions, Volume 2, Past Performance requires the Offeror to submit written consent from its principal subcontractor(s) that will allow the Government to coordinate any past performance issues directly with the Offeror. Such consent is normally executed through a formal letter. Will the government allow for a letter of consent to coordinate past performance issues to be included in the Past Performance volume and not count towards the page limit?

53. Page 95, Content of Proposal, Part B Specific Instructions, Volume 3, Price/Cost Proposal, Paragraph 3.7.3 list the incumbent subcontractor as Global Services Corporation. Is Global Services Corporation eligible to submit a proposal to this solicitation as a prime contractor?

54. Attachment 1, IMM Wage Determinations, list the Department of Labor Wage Determinations incorporated into the task order as:

15-4279, Rev 1 dated 2/09/2017 for St. Mary’s County, MD 15-4377, Rev 1 dated 1/31/2017 for Cumberland County, NC These Wage Determination Schedules have been replaced with more current ones available at www.dol.gov. Furthermore, The Department of Labor issued an all agency memorandum on 25 July regarding the 2017 Service Contract Act Health and Welfare Benefit that changes the payment amount significantly effective 1 August 2017. Please incorporate the correct Wage Determination Schedules into the solicitation.

55. Will the government extend the solicitation deadline and the deadline for questions to to allow small business team respondents more time to prepare a response and query the government for critical details?

56. When will government host a real-time Q&A session so that small business teams can pose questions in an interactive environment that will allow questions and answers to be fully discussed?

57. What will be the government payment terms on invoices submitted by the awarded contractor?

58. Will the government provide accelerated payment terms for the small business that earns the award for this contract?

59. Please explain the intent for section “C. Workforce/Personnel Qualifications/Key Personnel” (solicitation page 89 of 102). One phrase in this section states “No prospective hire may be proposed...” and seems to indicate that Key Personnel must be current employees. However, since an earlier sentence in this section refers to the submission of “proposed current or contingent Key Personnel”, clarification is requested regarding the requirements for Key Personnel.

60. Section L-1, Part B, Paragraph 3.3, Price/Cost Information, Page 91: Section B-1 on page 4 requires Composite Fully Burdened Rates be submitted for each labor category for each contract period. In addition, Section L-1 requires Attachment P3 be completed to also provide Fully Burdened Rates for all personnel for each performance period. Since Attachment P3 appears to be related to the individual trip wires which has been superseded with the $300,000 trip wire, it is recommended the Government remove the requirement to submit Attachment P3.

61. Section M, Part B, 2.0 Past Performance, Page 99. To substantiate past performance, Offerors are permitted to submit no more than five Past Performance Information Forms as the prime contractor and two forms from each principal subcontractor, and/or two for each JV team member. Given the evaluation criteria on page 99, if an offeror has three prime contractor past performances reflecting ratings of Very Relevant; Relevant; and Somewhat Relevant, would it be more favorable to only submit information for the one Very Relevant contract? Conversely, would submitting past performance for these same three contracts of varying relevance be a stronger predictor on future success as opposed to just one ‘Very Relevant’ contract? In other words, would the ‘Relevant’ and ‘Somewhat Relevant’ PP ratings be averaged with the ‘Very Relevant’ rating, thereby lowering an offeror’s overall past performance rating as compared to just submitting one ‘Very Relevant’ contract?

62. It is respectfully requested the Government extend the due date by one week to September 19, 2017 to allow Small Business Offerors ample time to prepare a comprehensive response.

B-1 ESTIMATED RATES

B-1 ESTIMATED AND NEGOTIATED LABOR RATES

This language is designed for use in conjunction with H-2 Issuance of Orders Using Streamlined Procedures NAVAIR 5252.216-9540 (Variation) (May 2017). For purposes of estimating and establishing a labor cost ceiling for each task order, the following composite rates will be used. These rates are estimates, and invoicing will be based on actual costs incurred. Ceiling for Other Direct Costs will be priced in accordance with the Government Estimate. Orders crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the order. Orders estimated with periods of performance beyond the five-year ordering period, in accordance with FAR 52.216-22 “Indefinite Quantity (Oct 1995)” and/or corresponding to an extension utilizing FAR 52.217-8 “Option to Extend Services (Nov 1999)”, will be priced utilizing the composite rates found in the column with subheading “Utilizing 52.216-22 or 52.217-8.”

INTEGRATED MATERIAL MANAGEMENT (IMM)

STATEMENT OF WORK (SOW)

1.0 INTRODUCTION.

The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, St. Inigoes, Special Communications Mission Solutions (SCMS) Division (AD-4.11.4) is engaged in the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, life-cycle and logistics support of communications and electronic (C-E) systems/subsystems. These systems are provided to users within the Navy, Army, Air Force, Joint Special Operations Forces (SOF), and other DoD or Government agencies in order to fulfill urgent or emerging mission requirements. Most of SCMS Division efforts are in support of multiple quick-reaction projects in response to sponsor requirements which are usually of short duration. SCMS Division utilizes approximately 10 prepositioned Field Technical Units (FTU) located both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) positioned for rapid response support to various warfighting components around the globe. These locations are used to receive, manage, inspect, control and issue preposition stock to reduce downtimes and improve Turn-Around-Time (TAT) for repairs/replacement of failed items. SCMS Division has a requirement to procure centralized supply support services including the augmentation of all existing logistics, storage and asset management practices. Due to SCMS Division’s operational tempo and expanding responsibilities, centralization of material management is key to eliminate inefficiencies and redundancies. SCMS Division provides procurement, storage, delivery, asset-management, life-cycle sustainment and a full range of other logistics services for supporting approximately 75 SCMS Division projects. These projects are developmental, production and operational in nature and are funded with Procurement, Operations and Maintenance (O&M), Non-DoD and Working Capital Fund (WCF) type funds.

1.1 Scope. The contractor shall provide expert support management services to perform and apply a supply chain management approach to all centralized SCMS Division supply support and material handling functions. The contractor shall provide centralized management and physical warehouse space and related services for complete asset management, storage, as-needed procurement support, receipt, issuance and delivery, and final disposal services, to include database management of all material and equipment in custody. A manager shall be assigned to employ supply chain management methods, practices and procedures to provide oversight, analysis and coordination of the efforts and coordinate directly with SCMS Division Government Technical Point of Contact (TPOC), as well as other contractors supporting SCMS Division activities when requested. The contractor organization shall be comprised of personnel with firsthand experience and knowledge in warehouse processes and operations, inventory management and material handling, training and procurement support.
