Contracted Air Services IPT

Contracted Air Services (CAS) provides cost effective:

Fleet Training and Exercise Support Acquisition Program Test and Evaluation Support By providing:

OPFOR (Air to Air, Air to Surface, EW…) Air to Air Refueling Close Air Support for Training Range Support and Clearance Effectively replacing aircraft that have been divested from the inventory, augmenting limited adversary resources, and preserving critical aircraft life for the Warfighter.

Fleet Demand for CAS Growing

CNAF plans to buy available capacity CNAF POM18 includes increase New Efforts 4th Generation Fighter OPFOR spt JSF Squadrons fielding plan requires additional CAS OPFOR support USMC seeking CAS contract for JTAC Generation UAS Threat Emulation

NAVAIR Commander’s Intent CAS supports Air-00’s two Strategic Imperatives:

1. Align resources to better support Today’s Readiness.

By providing cost effective Fleet Training and Exercise Support

2. Reduce Cost and Increase Speed of Products to Fleet.

By providing cost effective Acquisition Program Test and Evaluation Support

4th Gen Adversary

Opening Discussion The Government’s potential requirements and capabilities presented for discussion represent the government’s current intent, but may change prior to any formal solicitation.

Looking for an optimized approach to a “4th Gen” capability. Assumptions have been made to start discussion, but working with a clean sheet of paper.

Current Specs and Capabilities

Specs Airspeed:

(10% Flt Hrs) Mach 1.5 at optimum altitude without pods;

(90% Flt Hrs) Mach 0.95 to 1.1 at 30K altitude with two pods Alt: FL440 with one EA pod Turn performance: At 50% total fuel weight; 8.5 G at 20k MSL instantaneous; 5.5 G sustained at 20k MSL;

Endurance: Launch, climb to 30kft MSL. Proceed to cap, 10-150nm. Cap for 15min at max endurance. Execute a 100-150nm run at 30kft MSL at 0.95-1.1 IMN and kill remove to 500ft AGL. Transit back to initial cap at 500ft AGL then climb back to 30kft MSL and repeat once.

Capabilities

Must be authorized to carry TCTS, ALQ-167 , ACaP to LBA or pod limit Desired: IR CATM with helmet cuing capability IFF Modes 1 through 3 Situational Awareness (SA) Tools Good: Radar capable of detecting a 1 meter sq. target at 50nm (R50) Full suite of A/A modes (search, multi-target track, single-target track, WVR rapid acquisition modes) Better: Radar capable of detecting a 1 meter sq. target at 100nm (R50) Full suite of A/A modes (search, multi-target track, single-target track, WVR rapid acquisition modes) Red Air Data Link equipped Ability to communicate simultaneously UHF/UHF or UHF/Military VHF Air to air TACAN and INS/GPS positioning capability Recording capability for HUD, Radar, and Helmet Mounted Display (If equipped)

Other topics for discussion Air to Air refueling Contractor Owned, Government Operated type Contract Contract Structure recommendations Growth capability Cost per flight hour ROM Other factors we should consider?

Beginning in 2013, NAVAIR began reviewing and assessing the Airworthiness of all PAO aircraft and issuing Interim Flight Clearance by direction of AIR-00 and:

FAA AC 00-1.1A 12 Feb 2014 FAA airworthiness certificates do not convey to public operations DoD is responsible for initial and continuing airworthiness of public aircraft operations under DoD contracts

DoDD 5030.61 24 May 2013 "It is DoD policy that all aircraft and air systems owned, leased, operated, used, designed, or modified by DoD must have completed an airworthiness assessment in accordance with Military Department policy. The airworthiness assessment provides DoD personnel (to include Service members and DoD civilians) and DoD contractors the appropriate level of safety of flight and risk management adapted to DoD-unique mission requirements." Para 3a of DODD 5030.61

NAVAIRINST 13034.1E -- allows IFCs for PAOs a/c, as the document applies to:

"All Manned and Unmanned Aircraft Systems (UAS), including pre-accepted aircraft and DON public aircraft" "Any DON owned or leased air vehicle operated at a DON or non-DON-owned range" "Commercial Air Services (CAS) operated as a public use aircraft, under DON contract and in direct support to the DON"

Airworthiness Governing Policy

Airworthiness-Experimental Aircraft “The property of an air system configuration to safely attain, sustain and terminate flight IAW approved usage limits.”

Usage limits include: flight limits, fatigue life, maintenance, etc.

NAVAIR will not evaluate the airworthiness of the original airframe design NAVAIR will evaluate Modifications (wiring, cockpit, hard points, etc.)

Usage changes (stores, flight envelope, etc.)

Fatigue life / material condition Parts usage (life limited parts, supply source, etc.)

Maintenance / Training Flight and Ground Operating Procedures (FOPS/GOPS) NAVAIR evaluations may require data, inspections, OEM support
