Questions and Answers to Draft RFP

1. When is release of the final RFP expected?

The Government anticipates having the RFP released by the end of October.

2. After release of the FRFP, how long of a period do you expect to allow for submission of responses?

The Government anticipates the responses will be due no sooner than 30-60 days after release of the RFP.

3. Within Section L of the Draft, paragraph 2.2.1, there are references to an Enclosure 1, that has at least 3 Tables. Could we get a copy of this Enclosure?

The Enclosure has been attached.

4. Will the Government provide the number of students per class, per category, and a desired student to instructor ratio?

The ratio generally varies from 4-1 to 2-1, currently it is 3-1.

5. Will the Government provide a copy of the current academic and flight period schedules?

The current and proposed flight schedule is divided into two periods per day. The morning period ranges from 1st flight brief at 0630 (rare, a more typical time is 0730) to last aircraft on deck at 1200. The afternoon period ranges from 1230 to 1730, with occasional flight periods in the summer lasting until 1830. No night flying is anticipated for the contracted flight instructors. The academic schedule is also divided into morning and afternoon periods. Four, fifty-minute, class periods are scheduled Monday through Friday in both the morning and afternoon. First period in the morning starts at 0810 and ends at noon. The afternoon schedule starts at 1230 and ends each day at 1620.

A TPS class will attend one period (AM or PM) of flying and one period of academics (AM or PM) each day. The normal organization is the senior class flies in the morning and attends academics in the afternoon while the junior class attends academics in the morning and flies in the afternoon. The instructors on this contract will be fully integrated into the weekly and daily schedules to complete the classes and flights assigned to them. Flight schedules are published daily and academic schedules published weekly.

6. Regarding references throughout the documents to currency, at the time of proposal submission, do all personnel need to be current; of if they were previously current, will this be sufficient?

The contractor does not need to provide presently current instructors. The Final RFP will have a clearly stated requirement for currency.

7. The draft RFP has a NAICS classification code of 611512; would the Navy consider a change in that NAICS code to 541712? The 541712 designation has a wider scope of services to it and has a different size associated with it.

The current NAICS classification code 611512 will remain on this requirement.

8. May this contract be used to support any Other Direct Costs (ODC) relative to supporting qualitative or short course flight operations or instruction? USNTPS is involved in many qualitative flight evaluations for either the core classes or various short courses that are conducted in other than USNTPS staff or government aircraft. The half man year positions would effectively lend themselves to supporting these short duration flight activities if ODCs for other than government aircraft operations were supported.

This contracting action will be limited to providing flight instructors to the USNTPS long-course. It is not intended to support Qualitative Evaluations nor Short Course operations. CLINS will be limited to labor and travel.
